CLASS CONCEPT/FUNCTION

This class is an assistant managerial level class in the Driver Licensing Series which is responsible for assisting the Division Manager DMV Fuels Tax by supervising and coordinating the operations of the report processing, licensing, and auditing units within the DMV Fuels Tax Division. The incumbent establishes standards; develops plans and procedures to meet program objectives: advises unit supervisors: identifies and initiates needed enhancements to automated systems: and performs divisional human resources management functions. This class is distinguished from the Division Manager DMV Fuels Tax class by the operational, rather than programmatic and policy-making, focus of responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in supervising the operations of the various units in the division. Assists subordinate supervisors in resolving difficult problems; establishes operating standards and develops productivity measures; develops recommendations to improve efficiency and effectiveness in both manual and automated systems; and coordinates the implementation of approved changes. Prepares periodic progress reports, assists in drafting and reviewing proposed legislation, and assembles supporting data for impact statements and position papers. Reviews all human resources management actions and ensures conformance with state standards.

Supervision Given: Supervises a supervisory staff who supervise professional and paraprofessional staff engaged in semi-complex and complex work.

Supervision Received: Receives general direction from the Division Manager DMV Fuels Tax.

Scope: Decisions and actions affect private firms statewide and fuels dealers nationwide in the areas of licensing, tax and penalty assessments, and incentive grant payments.

Impact of Actions: Decisions and actions impact the collection of revenues for the highway fund, the agency’s relationship with private businesses, and the agency’s liability for damages resulting from inappropriate assessments or license cancellations.

Personal Contacts: Positions in this class have frequent internal contacts with other DMV sections and the Attorney General’s Office and frequent external contacts with private businesses inside and outside Virginia.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of accounting and external auditing systems, principles and practices; and of automated accounting and auditing systems. Working knowledge of financial practices and programs in a public sector environment: and of supervisory principles and practices.

Abilities: Demonstrated ability to analyze and develop efficient and effective external auditing standards, procedures, and systems; to interpret, explain, and apply complex rules, regulations, and legislative statutes; to establish effective and cooperative working relationships with a variety of public and private entities; and to effectively supervise a professional staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public or business administration, finance, or a related field.

Level and Type of Experience: Experience in managing a staff of professionals and paraprofessionals engaged in tax examination or auditing activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
