Distinguishing Features of the Work

Plans and directs the work and personnel of a department within an administration of the Division of Motor Vehicles.

The incumbent sets objectives and monitors the progress of the department toward those goals. Responsibility exists for determining the need and developing plans for organizational changes to maximize utilization of department resources. Other responsibilities include developing the departmental budget, analyzing legislative proposals and other statutes governing the work of the department, and ensuring the employee relations management functions of the department are performed in compliance with state standards.

Work is performed under the general direction of a DMV Administrator.

 

Qualification Guide

Knowledge of supervisory and administrative principles and practices and of personnel management principles and techniques. Skill and oral and written communication as applied to report composition, presentations, interviewing, and training. Ability to read, analyze, explain, and apply policies, rules, regulations, technical manuals, legislative statutes, and the Motor Vehicle Laws of Virginia; ability to develop administrative policies and procedures; ability to restructure procedures in compliance with new legislation and to evaluate the impact on operating costs and programs; ability to evaluate the performance of work units and to advise and direct individuals in their work; ability to establish and maintain working relationships with other employees and the public.
