CLASS CONCEPT/FUNCTION

Positions in this class are responsible for directing all branch offices and DMV activities within one of the seven geographic districts of the state.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in directing DMV activities in the district. Establishes and implements policies and procedures. Prepares district budget and ensures effective control of expenditures and revenues. Directs investigations and authorizes warrants to ensure compliance with the motor vehicles laws of Virginia by coordinating with police departments and other agencies. Establishes cooperative relationships with judges, sheriffs, commonwealth attorneys, commissioners of revenue, and legislators. Speaks at public meetings and civic clubs; plans and arranges seminars for dealers, lending institutions, licensing agents and other interested parties to keep them informed of the law and DMV services. Promotes transportation safety; authorizes the award of grants for safety projects. Plans and prepares bid specifications to establish, equip, and maintain physical facilities. Reviews proposed classified and contractual personnel actions. Investigates and resolves citizen complaints.

Supervision Given: Directs the work of a large staff of managers who supervise technical and office services positions. Also supervises protective services and professional positions in investigative and transportation safety activities.

Supervision Received: General direction is received from a DMV Administrator.

Scope: Administers all DMV programs and services in the assigned district.

Impact of Actions: Decisions and actions have a direct effect on the efficiency and effectiveness of all DMV programs and services within the district, and on the public image and financies of the agency. The work also impacts the effectiveness of other public agencies, the finances of private organizations, and the social, economic, and physical well-being of individuals in and out of the state.

Personal Contacts: Frequent internal and external contact with officials of various federal, state, and local agencies; private businesses and civic organizations; the news media; and individual citizens to provide information, resolve problems, or work cooperatively on various concerns. Frequent internal contact with managers and employees to exchange information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of supervisory, administrative, and personnel management principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively orally and in writing; to establish effective and cooperative working relationships with a variety of public and private entities; to interpret, explain, and apply complex material such as the Virginia Motor Vehicle Code and rules, regulations, and procedures pertaining to DMV; and to evaluate and control the expenditures, revenues, and activities of a large number of work units.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver's license.

Education or Training: Graduation from an accredited college or university with major course work in business or public administration, or a related field.

Level and Type of Experience: Experience in managing a private business or public branch office or division which provides sales or services to the general public. A driving record which reflects a sense of responsibility for highway safety and concern for the law.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
