CLASS CONCEPT/FUNCTION

This is the second and managerial class in the Probation and Parole Board Series. The single position in this class is responsible for managing the Virginia Parole Board’s parole process, which involves developing and revising parole operational policies and procedures; ensuring that the parole process functions in accordance with parole laws and agency regulations; directing the parole interview and due process hearing programs; and directing the Home Electronic Monitoring (HEM) program. This class is distinguished from the Parole Examiner class by its responsibility for managing the parole process and its supervision of Parole Examiners and offices services staff.

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty, which includes managing the parole interview/hearing process and implementing parole decisions in accordance with statutory and case law, agency policies, and regulations. Assigns interview and hearings case loads to Parole Examiners and ensures that interviews and hearings are conducted within mandated time limits and in accordance with law and policy. Establishes and monitors office procedures for scheduling interviews and hearings, implementing parole decisions, and recording required information on automated data files. Evaluates, interprets, and rules on requests for appeals and reconsideration of Parole Board decisions; orders withdrawal of parole violation warrants; and directs continuance on parole in parole violation cases. Analyzes complex parole cases and recommends appropriate action to the Parole Board. Manages the Home Electronics Monitoring program, which involves establishing procedures and determining the suitability of offenders for placement in the program. Trains Parole Examiners and office services staff.

Supervision Given: Supervises Parole Examiners, a Program Support A Technician Senior, an Office Services Supervisor Senior, and, indirectly, several Office Services Specialists.

Supervision Received: Receives directions from the Executive Director. Exercises decision-making authority without prior approval in the areas of requests for appeals hearings and reconsideration of Parole Board decisions. Decisions changing operational policies and procedures must be approved by the Parole Board.

Scope: Activities affect the consistency, legality, efficiency, and quality of the parole process throughout the state.

Impact of Actions: Effective actions facilitate the parole process affecting incarcerated felons and the due process parole violation hearing program, ensuring the expeditious movement of prisoners out of and return to the correctional system. Misapplication of law and policy could result in illegal, invalid, or inconsistent case decisions, litigation, and risk to public safety.

Personal Contacts: Frequent internal and external contact with local and state adult correctional institution personnel and adult community correctional personnel to exchange information and schedule interviews and hearings; citizens and attorneys to explain and implement the parole process; and other state agency personnel for policy planning, legal interpretations, and case management.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the criminal justice system, state and federal laws, due-process statutes, court decisions, legal processes, and parole policies and procedures. Working knowledge of the principles and techniques of management.

Skills: None identified for this class.

Abilities: Demonstrated ability to perform a variety of analyses; to develop and implement administrative policies and procedures; to communicate effectively, both orally and in writing; to work effectively with corrections officials, attorneys, and the general public; and to supervise staff.

 

OUALIFICATION GUTDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in criminal justice, sociology, psychology, or a related field.

Level and Type of Experience: Experience in the parole process, which included interpretation of statutes and regulations; and in supervising others.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class, formerly titled Parole Examiner Supervisor, was revised and re-titled as a result of a classification and compensation study conducted during March and April l991. It becomes effective August 1991.
