CLASS CONCEPT/FUNCTION

This is the second class in the Juvenile Specialist series which supervises youths in juvenile justice system facilities. Positions in this class provide on-site supervision to youths to carry out treatment programs; comply with security requirements; and supervise positions in the Juvenile Specialist class. This class is distinguished from the Juvenile Specialist class by its responsibility for supervision of positions in that class. This class is distinguished from the Juvenile Lead Specialist class by the latter's broader responsibility for security for several housing units, and its leader responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class typically are assigned to a housing unit of a juvenile justice facility and perform work of moderate difficulty by supervising youths, implementing both overall and individualized treatment programs, and supervising Juvenile Specialists. Work involves providing guidance and training in life skills, including job application, writing letters, personal hygiene, social skills, etc.; providing guidance in anger control, conflict resolution, and problem solving; and interacting with youths to provide reinforcement of program goals. Positions are responsible for monitoring movements of youths in compliance with designated security levels; intervening in crises; controlling disruptive youths; alerting appropriate individuals; controlling access of individuals and materials into facilities; and participating in searches for runaways as directed. They provide guidance and direction to Juvenile Specialists in housing unit operations by monitoring and evaluating performance and program implementation; assure security requirements are met; participate on treatment teams; and provide documentation or reports regarding activities.

Supervision Given: Provides work assignments, direction, guidance, training and work review to Juvenile Specialists.

Supervision Received: General supervision is received from an Institution Manager or other institution supervisor.

Scope: Work performed affects the security and well-being of youths, as well as safety of the community at large, through appropriate security and treatment programs.

Impact of Actions: Work performed has serious impact on the facility, the agency, and the community through supervision and treatment assistance to youths in the juvenile justice system. Error may result in AWOL youths, injury to youths or staff, or ineffective interaction with youths, which may, in turn, result in short- and long-term costs to the agency in money, time, and credibility.

Personal Contacts: Frequent contacts with Department of Correctional Education staff, Behavioral Services staff, court service or social services personnel, law enforcement officers, families of youths in order to provide or obtain information about the treatment or security of youths.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of safety and security policies and procedures; crisis intervention; and of appropriate implementation of treatment program assignments.

Skills: Skill in appropriate restraint methods, in use of hand-held radios, and in first aid.

Abilities: Demonstrated ability to supervise the work of others; supervise groups of juveniles and work with youths; communicate effectively, both orally and in writing; provide guidance and direction to youths in general life skills and in specific treatment areas; keep records and documentation and prepare reports; and assess situations and take appropriate action.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: High school graduation or equivalent. Must complete Department of Youth and Family Services mandated training.

Level and Type of Experience: Some experience in working with youths in a juvenile justice system setting.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as part of the Classification Review/Specification Update Program and replaces the Learning Center Supervisor B class, effective July 16, 1992.
