CLASS CONCEPT/FUNCTION

This is the highest class in the Juvenile Justice Executive Management Series. Positions in this class are responsible for managing a juvenile justice division that performs statewide programmatic or administrative functions. Positions develop and implement policies and procedures governing the provision of the full range of services for Juvenile Justice facilities, court service units, and community based programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty involving planning, developing, implementing, and directing a statewide comprehensive program for services to youths and families or fiscal, budget, human resource, research and planning, licensure/certification, capital outlay, and information systems services for the Department. This includes establishing objectives, formulating policies and procedures, and providing direction to subordinate managers of major functional or programmatic areas. Responsibilities also include representing the agency with legislators, judges, the Board of Juvenile Justice, Cabinet Secretaries, and other governmental agencies; reviewing new and proposed legislation; and monitoring fiscal and human resource functions.

Supervision Given: Provides general direction to Juvenile Justice Regional Administrators; Corrections Chiefs of Operations; or the Directors of Finance, Human Resources; and other administrative support staff.

Supervision Received: Administrative direction is received from the Juvenile Justice Director.

Scope: The work affects the total programmatic operations or the administrative direction of the agency.

Impact of Actions: Actions and decisions promote the effectiveness of programs and operations of the agency, including treatment and security of juveniles, staff, and the community. Inappropriate action may result in increased costs to the agency in terms of money, time, and public goodwill.

Personal Contacts: Frequent internal and external contacts with state government officials, the Department of Juvenile Justice Board, law enforcement officials, judicial officials, community representatives, the media, vendors, and contractors regarding the treatment programs and security of youths in the juvenile justice system and agency policies, issues and services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the juvenile justice system and of programs, security, and treatment of youths and the administration of operational and support functions.

Abilities: Demonstrated ability to direct programs through subordinate managers; plan and carry out statewide

goals and strategies; manage budgets and human resource functions; establish and maintain effective working

relationships with senior executive managers in other governmental agencies, with legislators and with the public; and to communicate effectively, both orally and in writing.

 

QUALIFICATION GUIDE*

Licenses or Certification: None.

Education and Training: Graduation from an accredited college or university with major course work in public administration, criminal justice, or a related field.

Level and Type of Experience: Progressively responsible supervisory experience in the areas of treatment, security, and/or administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
