CLASS CONCEPT/FUNCTION

This is the fourth class in the Corrections Warden series for the position responsible for directing the largest most complex adult correctional institution. This position directs all administrative and operational activities providing diverse treatment services, comprehensive security, and associated programs for inmates. This class is distinguished from the Corrections Warden Senior class by its responsibility for directing the largest, most complex adult institution. This facility is comprised of several institutions served by one central perimeter security system, has an isolation/segregation unit, and houses the state's execution facility. This institution has the broadest scope of security and greatest diversity of programs.

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of unusual difficulty in connection with overall operations to carry out the mission of the facility in the establishment, prioritization, and implementation of objectives and formulation of policies and procedures for the largest adult institution. Evaluates the largest number and variety of institutional programs and approves new or revised programs. Responsibilities include compiling and administering an extensive institutional budget involving sizable expenditures; and ensuring the employee human resources functions are completed in accordance with governing policies. Serves as the highest institutional authority in responding to inmate grievances; and serves as primary spokesperson for the facility to the media, local and state officials, family members, and other advocacy and special interest groups.

Supervision Given: Provides supervision to Corrections Wardens Senior, Corrections Wardens, and other staff who are responsible for treatment, security, and administrative/support activities.

Supervision Received: Receives administrative direction from a Corrections Regional Administrator or other administrative position.

Scope: The work affects the total operation of the institution, the welfare and security of all offenders assigned to the unit, and the safety of staff and community.

Impact of Actions: Actions and decisions have serious impact upon all facets of institutional operations and potential impact upon regional operations, such as in fiscal allocations and offender placement. Inappropriate decisions could result in long-term costs to the agency in the forms of time, money, and public relations, as well as ineffective services to inmates.

Personal Contacts: Positions have frequent internal and external contacts with state government, law enforcement and judicial officials; offenders and their families; local government representatives and community groups; the media; and vendors regarding matters such as offender status, treatment and security issues, public relations, and administrative functions to exchange pertinent information, coordinate work activities, assure proper treatment and safe and secure confinement of offenders, and establish and maintain effective working relationships in the community.

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of the criminal justice system; treatment programs for offenders; facility security; and administration/operations support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to develop and interpret policies and procedures; to manage institutional budget; and to manage a sizeable subordinate staff responsible for diverse functions.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in criminal justice, public administration, or a related field.

Level and Type of Training: Progressively responsible supervisory experience in the areas of treatment, security, and administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

As a result of a Classification Review/Specification Update study this class replaces the Corrections Facility Director Senior class, effective September 1991.
