CLASS CONCEPT/FUNCTION

This is the third class in the Corrections Warden Series for positions responsible for the management of the larger, complex adult correctional institutions. Positions direct all administrative and operational activities providing diverse treatment services, comprehensive security, and associated programs for inmates. A single position may also serve as the chief deputy warden at the largest, most complex adult correctional institution. This class is distinguished from the Corrections Warden by its responsibility for directing larger, more diverse facilities that entail a broader scope of security, programs, and support staff and from the Corrections Chief Warden by its responsibility for directing the largest, most complex adult correctional institution, which is comprised of several institutions served by one central administrative complex.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Positions in this class perform work of considerable difficulty in connection with overall operations to carry out the mission of the facility in the establishment, prioritization, and implementation of objectives and in the formulation of policies and procedures for the larger adult institutions. Evaluates a large number and variety of institutional programs and approves new or revised programs. Responsibilities include compiling and administering an extensive institutional budget involving sizable expenditures; ensuring the human resources functions are completed in accordance with governing policies. Serves as the highest institutional authority in responding to inmate grievances and serves as primary spokesperson for the facility to the media, local and state officials, family members, and other advocacy and special interest groups to resolve issues, complaints and concerns from inmates. As a chief deputy warden, this class plans, organizes, and directs the activities of all centralized functions of the largest correctional complex by determining and ensuring adherence to policies and procedures: and providing administrative direction to the wardens at each facility within the complex.

Supervision Given: Provides supervision to Corrections Assistant

Wardens and other staff who are responsible for treatment, security, and administrative/support activities.

Supervision Received: Receives general direction from a Corrections Regional Administrator, Corrections Chief Warden or other administrative position.

Scope: The work affects the total operation of the institution, the welfare and security of all offenders assigned to the unit, and the safety of staff and the community.

Impact of Actions: Actions and decisions have major impact upon all facets of institutional operations and potential impact upon regional operations, such as in fiscal allocations and offender placement. Inappropriate decisions could result in long term costs to the agency in the forms of time, money, and public relations, as well as in ineffective services to inmates.

Personal Contacts: Positions have frequent internal and external contact with state government, law enforcement and judicial officials; offenders and their families: local government representatives: local community groups, the media; and vendors regarding offender status, treatment and security issues, public relations, and administrative functions to exchange pertinent information, coordinate work activities, assure proper treatment and safe and secure confinement of offenders and establish and maintain effective working relationships in the community.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the criminal justice system, treatment programs for offenders; facility security; and administration/operations support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to develop and interpret policies and procedures; to manage an institutional budget; and to manage a sizable staff responsible for diverse functions.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with advanced course work in criminal justice, public administration, or a related field.

Level and Type of Training: Progressively responsible supervisory experience in the areas of treatment, security, and administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

As a result of a Classification Review/Specification Update study this class replaces the Corrections Facility Director C class, effective September 1991.
