CLASS CONCEPT/FUNCTION

This is the second class in the Institution Management Series for positions responsible for the management of correctional field units, youth institutions, or related facilities. Positions direct all administrative and operational activities providing treatment, security, and associated programs for adult or youth offenders. This class is distinguished from the Institution Manager by its broader scope of administrative action and emphasis on comprehensive facility management. It is distinguished from the Institution Superintendent Senior class by the latter’s responsibility for directing larger, more diverse facilities that entail a broader scope of security, programs and support staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Positions in this class perform work of moderate difficulty in connection with daily operations to carry out the mission of the institution by planning and directing its total operations. Positions establish and review institutional procedures in accordance with existing guidelines and Departmental policies and procedures; review and direct human resources functions: manage budgets and approve expenditures; and establish standards for treatment, security, safety, and maintenance. Positions in this class approve treatment and activity programs for offenders; and approve or disapprove recommendations made by adjustment and classification hearing committees to assure quality treatment, safe and secure confinement, and resolve any issues, complaints or concerns from offenders, families or representatives.

Supervision Given: Provides supervision to Institution Managers or other professional/support staff who manage treatment, security, and administrative activities related to institution operations.

Supervision Received: Receives general direction from a Corrections Regional Administrator, Corrections Operations Chief, or other administrative position.

Scope: The work affects the total operations of the facility, the treatment and security of all offenders assigned to the unit, and the safety of staff and the community.

Impact of Actions: Actions and decisions have major impact upon all facets of facility operation. Inappropriate decisions could result in long-term costs to the agency in the forms of time, money, and public relations, as well as in ineffective services to offenders.

Personal Contacts: Positions have frequent internal and external contact with state government, law enforcement and judicial officials; offenders and their families; local government representatives; local community groups, and vendors regarding offender status, treatment and security issues, and administrative functions to exchange pertinent information, coordinate work activities, assure proper treatment and safe and secure confinement of offenders, and establish and maintain effective working relationships in the community.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the criminal justice system; treatment programs for offenders; facility security, and administration and operations support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to develop and interpret policies and procedures; to oversee diverse functions; to manage an institutional budget; and to manage a sizable subordinate staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with major course work in criminal justice, public administration, or a related field.

Level and Type of Training: Progressively responsible supervisory experience in the areas of treatment, security, and administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class and the Institution Superintendent Senior class replace the Corrections Facility Director A class as a result of a Classification Review/Specification Update study, effective September 1991.
