CLASS CONCEPT/FUNCTION

This is the first class in the Institution Management Series for positions which serve as assistant superintendents in correctional field units, youth institutions, or related facilities. Positions in this class manage the daily treatment, security, and administrative operations associated with providing safe and secure confinement for adult or youth of fenders. Some positions in this class function as charge positions in a small facility such as a halfway house. This class is distinguished from the Institution Superintendent class by the latter’s broader scope of administrative responsibility and emphasis on comprehensive facility management.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Positions in this class perform work of routine difficulty in connection with daily operations to carry out the mission of the institution. Positions in this class are responsible for implementing and monitoring treatment and security procedures for the facility, managing human resources functions for subordinate staff; conducting facility and security inspections, to include safety devices, security equipment, and general maintenance conditions; and initiating action to correct deficiencies. Positions resolve offender complaints and employee work-related problems: prepare a variety of reports concerning specific areas of facility management, such as fiscal and personnel activities and offender status; oversee other facility functions such as medical care, food service, and transportation; and serve on various committees or hearing panels to assure quality treatment, safe and secure confinement, and resolve any issues, complaints or concerns from offenders, families or representatives.

Supervision Given: Provides supervision to subordinate staff responsible for treatment, security, administrative, and support activities related to institution operations.

Supervision Received: Receives direction from an Institution Superintendent, Corrections Regional Administrator, or other administrative position.

Scope: Supervisory responsibilities affect the day-to-day operations of the facility. Management decisions concerning treatment programs and security affect the welfare of offenders as well as the safety of staff and the community.

Impact of Actions: Actions have significant impact upon the successful delivery of programs and operations. Inappropriate decisions may result in monetary losses to the agency, ineffective services to offenders, or breaches of public safety and goodwill.

Personal Contacts: Positions have frequent internal and external contact with state government, law enforcement, and judicial officials, offenders and their families: local government representatives: local community groups; and vendors regarding offender status, treatment and security issues, and administrative matters to exchange pertinent information, coordinate work activities, assure proper treatment and safe and secure confinement of offenders, and establish and maintain effective working relationships in the community.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of the criminal justice system; treatment programs for offenders; facility security; and administration and operations support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing, to implement and monitor policies and procedures; and to manage subordinate staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with major course work in criminal justice, public administration, or a related field.

Level and Type of Training: Some supervisory experience in areas of treatment, security and administration/support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

As a result of a Classification Review/Specification Update study this class replaces the Corrections Facility Manager class, effective September 1991.
