Distinguishing Features of the Work

Manages a unit that provides staff support to agency management by planning, developing, and evaluating projects and programs.

Provides general direction to managers of evaluation and certification, planning and development, and monitoring and research units. Receives direction from the Corrections Deputy Director of the division of administration.

Oversees the development of program and project budgets, and special program planning documents. Is responsible for the development and accuracy of the inmate population forecast. Monitors the inspection and certification of institutions and facilities under departmental purview. Coordinates the development, review, and distribution of departmental policies and procedures.

Directs and approves the methodology and compilation of statistical data used for planning and evaluating correctional programs. Provides technical assistance to upper level managers in preparing grant applications, and coordinates the submission of grants with appropriate divisions or other state agencies. Prioritizes and provides responses to inquiries from managers, legislators, the Cabinet Secretariat, state and local officials, and the general public.

Works with upper level managers in identifying planning and program needs. Advises agency managers regarding the development and evaluation of projects and programs. May present findings of certification audits to the Board of Corrections for action.

 

Qualification Guide

Knowledge of administrative procedures and techniques relating to planning, program development and evaluation, and research. Knowledge of research and statistical procedures and methodologies. Ability to analyze program and project needs, and present findings to managers. Ability to interface effectively with upper level management in state and federal agencies, legislators, and the general public. Ability to supervise a technical support staff.

Graduation from a college or university preferably with major coursework in a field related to the duties of the position, and extensive related experience, part of which shall have been supervisory or administrative; or an equivalent combination of training and experience.
