CLASS CONCEPT/FUNCTION

This is the second Regional Administrator class in the Corrections Departmental Administrative Director series for positions responsible for the management of a correctional region, which is comprised of several adult correctional institutions, field units, and related facilities. Positions in this class plan and execute policies and procedures governing facility compliance with health, safety, or security standards. This class is distinguished from the Regional Administrator class by the latter's management responsibilities over less complex regions consisting of court service units, learning centers, or probation and parole districts.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in the establishment and implementation of objectives, and in the formulation of policies and procedures for a correctional region in order to carry out the mission of the agency. Positions in this class conduct regular inspections of facilities; evaluate facility compliance with standards; devise corrective action; develop and execute a regional budget and expenditure plan; supervise the development and administration of individual facility budgets and expenditure plans; and monitor and control expenditures within the region. Positions in this class plan and execute a regional maintenance plan to ensure facilities comply with health, safety, or security standards, and that repairs, renovations, and new construction comply with maintenance reserve and capital outlay policies; assist facility directors in developing programs for offenders; communicate with employees, officials, and civic leaders within the community to interpret Departmental objectives; and respond to offender, family, and citizen correspondence.

Supervision Given: Provides supervision to charge facility directors, managers, and support staff within the designated region. Positions supervised include Institution Managers, Superintendents, and Superintendents Senior; Correction Wardens, Wardens Senior, and Corrections Chief Wardens.

Supervision Received: Receives administrative direction from a Corrections Deputy Director.

Scope: The work affects the total operation of correctional facilities in the region, the welfare and security of all offenders within the region; and the safety of staff and the community.

Impact of Actions: Actions and decisions have serious impact upon all facets of regional operations. Inappropriate decisions could result in long-term costs to the agency in the forms of public safety, time, money, and public relations, as well as ineffective services to inmates.

Personal Contacts: Positions have frequent internal and external contacts with state government, law enforcement, and judicial officials; local government representatives and community groups regarding matters such as offender status, treatment and security issues, public relations, capital outlay projects, and administrative functions. Exchanges pertinent information, coordinates activities, and establishes and maintains effective working relationships with the community.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the criminal justice system, treatment programs for offenders, facility security, and administration/operations support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; develop and interpret policies and procedures; manage a budget; work with upper-level managers in other state, local, or federal agencies; and manage professional subordinates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education and Training: Graduation from an accredited college or university with advanced course work in public administration, criminal justice, or a related field.

Level and Type of Experience: Progressively responsible supervisory experience in the areas of treatment, security, and administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

As a result of a Classification Review/Specification Update study, this class replaces some of the positions in the Corrections Regional Administrator class, effective August 1991.
