CLASS CONCEPT/FUNCTION

This is a single-position class functioning as the Corrections Inspector General for the Department of Corrections. This position is responsible for managing a program of investigations, inspections, and audits of the agency’s facilities and activities. This class is distinguished from the Corrections Investigator Supervisor and the Audit Manager Senior - Internal classes by its overall program management responsibility.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the management of the internal affairs, internal auditing, extradition, and absconder units within the Department of Corrections. Plans and directs a program of investigations, inspections, and audits of department activities; ensures policies and procedures are established and followed; assigns investigations and advises managers regarding techniques appropriate for handling sensitive and controversial investigations; reviews final audit reports to ensure accuracy and thoroughness; and makes recommendations prior to submission to the agency director. Prepares and presents reports to the Director of Corrections, the Board of Corrections, and the Secretary of Transportation and Public Safety. Confers with the director, deputy directors, wardens/superintendents, and other managers regarding activities, problems, and requests for audits or investigations. Determines priorities for units. Maintains liaison and coordinates activities with federal, state and local law enforcement agencies. Projects budgetary and staffing needs for the Inspector General’s Office and monitors expenditures.

Supervision Given: Supervises and provides direction to Corrections Investigator Supervisors, Audit Manager Seniors - Internal, extradition/absconders unit manager, and clerical support staff.

Supervision Received: Receives general direction from the Secretary of Transportation and Public Safety and the Board of Corrections. Receives general direction pertaining to operational instructions from the Director of Corrections. Independently develops investigative and audit programs.

Scope: The work spans the supervision and operation of all investigations, audits and inquiries pertaining to the accomplishment of the Department of Corrections’ mission, and compliance of departmental activities with regard to laws and policies.

Impact of Actions: Errors could cause considerable negative impact on the agency in terms of public image. Effective job performance assists management in maintaining high standards of efficiency and integrity among employees by minimizing loss, fraud, waste, and mismanagement.

Personal Contacts: Frequent internal and external contacts with federal and state law enforcement agencies and Commonwealth’s Attorney’s to coordinate investigations; with the State Internal Auditor concerning audit review and results; and with the media to represent the department.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of agency policies and procedures; of administrative management techniques; of methods, practices, and procedures used to conduct audits and investigations; and of federal and state criminal statutes and administrative policies.

Skills: None.

Abilities: Demonstrated ability to plan and coordinate a program for monitoring and investigating departmental activities; to analyze operational problems, identify needs, and recommend appropriate actions; to communicate effectively orally and in writing with individuals from both within and outside the organization; and to supervise subordinate staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services, as required by the Code of Virginia.

Education or Training: Graduation from an accredited college or university with major course work in police science, criminal justice, public administration, or a related field.

Level and Type of Experience: Considerable experience in law enforcement, and investigations to include managerial responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
