CLASS CONCEPT/FUNCTION

This is the first Deputy Director class in the Corrections Departmental Administrative Director series for positions responsible for the management of a correctional division, which administers regions of community corrections or institution services. Positions in this class plan and implement policies and procedures governing the provision of the full range of services for the division, which includes treatment, security, classification, probation and parole functions, community diversion programs, and related administrative functions. This class is distinguished from the Corrections Chief Deputy Director class by the latter's management responsibilities for comprehensive support services.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in the establishment and implementation of objectives, and in the formulation of policies and procedures for a correctional division. Develops and administers comprehensive agency programs that include operational and administrative functions. Develops and administers policies and procedures that control safety, secure confinement, health, staffing, and other key operating practices; monitors and evaluates divisional performance; and initiates corrective action. Evaluates and prepares legislative proposals or funding strategies. Designs and directs a community and public awareness program that reaches state and local officials, law enforcement and client group representatives, media, and other special interest groups to represent the Director and to resolve complex public safety concerns.

Supervision Given: Supervises Corrections Operations Chiefs, Corrections Regional Administrators, and support staff.

Supervision Received: Receives administrative direction from the Director of the Department of Corrections. Carries out duties within broad programmatic guidelines.

Scope: The work affects the total operations of a major program area, the safety and security of offenders and staff, as well as staff assigned in community programs, and the general public safety.

Impact of Actions: Actions and decisions ensure the safety and appropriate treatment of inmates, parolees, and probationers. Inappropropriate decisions may result in ineffective treatment, unsafe conditions within institutions, and long-term costs to the agency.

Personal Contacts: Frequent internal and external contacts with state government, law enforcement and judicial officials, community representatives, the media, vendors, and contractors regarding correctional policies, issues, and services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the criminal justice system and the provision of pertinent local, state, and federal laws and ordinances governing offender programs, security, and treatment; and the administration of operational and support functions.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct a corrections program through a staff of subordinate managers; plan and carry out goals and strategies; manage budgets; establish and maintain effective working relationships with senior executive managers in other state, local, or federal agencies, as well as legislators and other public officials; and to communicate effectively, both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, criminal justice, or a related field.

Level and Type of Experience: Progressively responsible supervisory experience in the areas of treatment, security, and administrative support functions.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
