CLASS CONCEPT/FUNCTION

This is the second class and first supervisory level in the Department of Corrections Investigator series. Positions function as law enforcement officers with police powers authorized by the Code of Virginia to supervise and coordinate criminal and administrative investigations of allegations of criminal conduct of persons in the custody of the Department, its agents or employees, or of violations of policies and other administrative guidelines. This class is distinguished from the Corrections Investigator by its supervisory responsibility. It is distinguished from the Corrections Investigator Supervisor by the latter's extensive planning and coordinating responsibilities involved in planning, directing, and evaluating a broader range of investigative activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty by supervising Corrections Investigators and other support staff to ensure compliance with Departmental policies and procedures, as well as established criminal investigative practices; establishes priorities and assign work; coordinates investigations and serves as liaison with other law enforcement agencies; prepares management and other reports to support findings of investigations; designs, coordinates, and supervises the more complex criminal or internal investigations; provide assistance to local and state prosecutors in case preparation; present evidence and testify in judicial proceedings and assists other law enforcement agencies in investigations that may impact on Departmental operations or staff.

Supervision Given: Positions supervise Corrections Investigators or other support staff who conduct criminal investigations, investigations of violations of rules and policies by persons in the custody of the Department, its employees, or agents or who perform related background investigations.

Supervision Received: Receive directions from a Corrections Investigator Supervisor.

Scope: Positions supervise investigations which affect the compliance with laws, rules, and policies by inmates, employees, or agents of the Department and affect the safety of inmates in the Department's custody, its staff, and the public.

Impact of Actions: Actions and decisions impact the Department in terms of money, service, and the general public safety and affect compliance with the enforcement of criminal laws, and agency policies and procedures.

Personal Contacts: Frequent internal and external contacts with members of the public, law enforcement personnel, state and private attorneys, judicial staff, inmates, and others to enforce laws, rules, and regulations, supervise and coordinate investigations, or to exchange data.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of criminal law of the Commonwealth and investigative techniques; evidence preservation and presentation; court procedures; and principle of supervision; knowledge of general employee relations functions.

Skills: Working skill in the use of law enforcement equipment, including firearms.

Abilities: Demonstrated ability to communicate effectively both orally and in writing and to prepare management reports; to perform, coordinate, and supervise criminal and administrative investigations; exercise arrest powers and present court testimony; to apply and interpret laws, rules and regulations; to successfully complete required training.

 

QUALIFICATIONS GUIDE*

License or Certification: Certification by Virginia Criminal Justice Services and possession of a Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible experience in criminal, administrative, or a closely related investigative field.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
