CLASS CONCEPT/FUNCTION

This is the highest level in the Corrections Security management series. Positions in this class plan, coordinate and direct a comprehensive security management program in the largest correctional facilities. These positions are responsible for the supervision, through Corrections Captains, of all security staff involved in twenty-four hour facility operations. This class is distinguished from the Corrections Captain class by its responsibility for planning and direction of the institutions security program. This class is distinguished from the Corrections Facility Director series by its emphasis on the facilities security operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty which involves the day-to-day direction of ongoing security operations and procedures. Positions typically assign and review the work of subordinate corrections supervisors in all areas of security operations and in the management of employee relations functions; tour and inspect all institutional operations and areas to evaluate security, security operations and safety standards; interpret and implement laws, rules and regulations regarding inmates and corrections personnel; develop and evaluate post orders; manage staffing assignments and duty rosters; review and resolve inmate complaints. Positions assist the wardens and assistant wardens in long-range planning and development of security programs and security contingency plans; serve as a member of institutional committees, such as the Classification Committee, and make recommendations regarding inmate status; conduct or assist in conducting interviews; participate in the employee selection process and in employee disciplinary hearings; conduct or direct investigations relating to security; oversee corrections institutional security training and supervise security staff trainers; represent the institution at court appearances; and, during emergencies, direct all emergency procedures including participation in searches for escapees.

Supervision Given: Positions in this class plan, coordinate and direct the work of Corrections Captains who are shift supervisors in major adult prisons.

Supervision Received: Receives direction from the facility warden and assistant wardens. This class plans and organizes work within broad guidelines to meet the unique requirements of the correctional facility.

Scope: Positions in this class perform work affecting the overall safety and security of inmates, security staff and others within adult prisons or on external assignments. The work has a direct impact on the internal environment, safety and security in the facility and on the general safety of the public.

Impact of Actions: Performs work that has a long-range impact on the department and the public. Inappropriate decisions can affect employees and inmates as well as the public. Errors can result in serious injury, death or major property damage, and in a reduction in public safety.

Personal Contacts: Positions in this class have frequent internal contacts with inmates, their families and attorneys, and others where significant issues are likely to be discussed or resolved. There is frequent external contact with the public, local governmental officials, law enforcement agencies, criminal justice and other court officials on issues related to the security and safe operations of major adult prisons.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of policies, guidelines and laws governing correctional facilities and programs. Considerable knowledge of physical control of inmates, self-defense, first aid procedures, radio communications, evidence seizure and control, and supervisory practices and principles.

Skills: Working skill in the use of firearms, radio equipment, physical control devices, and electrical and electronic controls.

Abilities: Demonstrated ability to develop, plans, and direct comprehensive security management programs; to apply and interpret laws, rules and regulations and to analyze and resolve conflicts arising in a potentially hostile working and living environment; to communicate effectively both orally and in writing; to control and direct a large security staff, and to review and authorize detailed security audit and reporting procedures.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification in state or federal criminal justice services programs and a Virginia driver's license.

Education or Training: Graduation from high school or equivalent and successful completion of mandated training related to the duties of the position.

Level and Type of Experience: Progressively responsible corrections or law enforcement experience and extensive supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
