CLASS CONCEPT/FUNCTION

This is the fourth class in the Probation Management series for positions responsible for managing a Probation and Parole District Office or a Court Service Unit for the Department of Corrections or the Department of Youth and Family Services. Positions in this class manage the largest districts within the state criminal and juvenile justice system, providing a variety of services such as probation, parole, family domestic counseling, diversion or intensive supervision, or other specialized or technical services. This class is distinguished from the Probation Manager Senior class by the responsibility for directing subordinate supervisory staff in the administration of service delivery, planning, evaluation, and program coordination activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty by directing and managing the services provided to adult or youth clients that require a full spectrum of programs and activities to meet client needs. Administers assigned client services in accordance with the Code of Virginia and State Board (of Corrections or Youth and Family Services) Standards; oversees the preparation, submission, and monitoring of state and local budgets; develops staff procedures as necessary to carry out the relevant Code provisions and judicial requirements; develops and implements new programs and procedures to meet the changing needs of client populations; maintains liaison and coordinates activities with other local human services, public safety agencies, and court services, as well as agencies and programs in other jurisdictions; and manages the human resource activities for the unit, including recruitment, hiring, disciplinary action, employee evaluation, and training.

Supervision Given: Supervises a large staff of clerical and professional personnel including Probation Supervisors. May supervise a Probation Manager who coordinates daily operations through subordinate supervisory staff.

Supervision Received: General direction is received from a Corrections Regional Administrator or other administrator. Considerable latitude is exercised in daily operational decisions and in conducting programs within the area of responsibility.

Scope: Administers and manages all programs and services within a judicial district or organizational unit that affect either the Department of Corrections Adult Services or the Department of Youth and Family Services.

Impact of Actions: The work directly affects the unit's ability to assist and monitor adults or youths involved in the state judicial system. Improper completion of tasks could prevent clients from receiving court-ordered or Code-mandated services, which could pose substantial liability and a negative image for the State of Virginia, the Department of Corrections, Department of Youth and Family Services, and the state judicial system.

Personal Contacts: Frequent internal and external contacts with employees, departmental personnel, court officials, and clients to discuss and evaluate effectiveness of programs; and with elected officials and general public to solicit assistance and support, to establish and coordinate new programs, to address funding concerns, and to answer questions concerning the district's/unit's programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the provisions of pertinent federal, state, and local public laws and ordinances as related to clientele of the state judicial systems; of principles of administration, including organization, budget, planning and management analysis; and of management and supervision. Knowledge of service delivery systems and techniques for coordinating comprehensive services.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to foster rapport with community resources and the court; to monitor subordinate supervisors who directly supervise professional and clerical staff and oversee daily operations; to review the application of statutes and regulations to correctional cases; and to oversee the development, evaluation, and administration of a variety of diverse programs within the unit and cooperatively with other agencies. Demonstrated ability to organize and manage a complex service delivery system.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia driver's license.

Education or Training: Graduation from an accredited college or university with course work in social sciences, business/public administration, law or criminal justice, or a related field.

Level and Type of Experience: Extensive progressively responsible experience in program development, implementation, and evaluation of various social services as related to the clientele in the state judicial system and in administration of a service delivery system. Considerable supervisory and administrative experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class specification was developed by the Department of Corrections and the Department of Youth and Family Services and was validated by the Department of Personnel and Training. It replaces the Probation Administrator C and D classes, effective July 1990.
