CLASS CONCEPT/FUNCTION

This is the third class in the Probation Management series for positions responsible for managing a Probation and Parole District Office or a Court Service Unit. Positions in this class manage medium sized Probation and Parole Districts or Court Service Units providing a variety of services within the state juvenile and criminal justice systems such as probation, parole, family domestic counseling, diversion, or intensive supervision and spend a preponderance of time on administrative, planning, and evaluation activities. This class is distinguished from the Probation Manager by its responsibility for managing districts/units providing more diverse services, having a greater volume of cases, having a greater number of special programs, and due to staff size and complexity of service delivery, may require some subordinate supervisory staffing. This class is distinguished from the Probation Director by the latter's responsibility for directing the largest districts/units having greater complexity of operations as indicated by the size of professional and supervisory staff and diverse and comprehensive services provided.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty by directing and managing the services provided to adult or youth clients, involving a number of programs and activities. Administers assigned client services in accordance with the Code of Virginia and the State Board (of Corrections or Youth and Family Services) Standards; oversees or has significant input into the preparation, submission and monitoring of state and local budgets; develops staff procedures as necessary to carry out the relevant code provisions and judicial requirements; develops and implements new programs and procedures to meet the changing needs of client populations; maintains liaison and coordinates activities with other jurisdictions; manages the human resource activities for the unit, including recruitment, hiring disciplinary action, employee evaluation, and training.

Supervision Given: Directly supervises the work of clerical and professional staff and provides general direction to subordinate Probation Supervisor(s).

Supervision Received: General direction is received from a Corrections Regional Administrator or other administrator. Considerable latitude is exercised in daily operational decisions and in conducting programs within the area of responsibility.

Scope: Administers and manages all programs and services within a judicial district or organizational unit that affect Department of Corrections Adult Services or Department of Youth and Family Services.

Impact of Actions: The work directly impacts the unit's ability to assist and monitor adults or youths involved in the state judicial system. Failure to properly complete assigned duties could lead to clients not receiving court ordered or Code mandated services, which could negatively impact the State of Virginia, Department of Corrections, Department of Youth and Family Services, and the state judicial systems.

Personal Contacts: Frequent internal and external contact with employees, departmental personnel, court officials, and clients to discuss and evaluate effectiveness of programs; and with elected officials and the general public to solicit assistance and support, to establish and coordinate new programs, to address funding concerns, and to answer questions concerning the program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the provisions of pertinent federal, state, and local public laws and ordinances as related to clientele of the state judicial system; of principles of administration, including organization, budget, planning, and management analysis; and of management and supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to foster rapport with community resources and the court; to monitor subordinate supervisors who directly supervise professional and clerical staff; to apply statutes and regulations to correctional cases; and to develop, evaluate and administer a variety of diverse programs within the unit and cooperatively with other agencies.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia driver's license.

Education or Training: Graduation from an accredited college or university with course work in social sciences, business/public administration, law or criminal justice, or a related field.

Level and Type of Experience: Considerable progressively responsible experience in program development, implementation, and evaluation of various social services as related to the clientele in the state judicial system. Considerable supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class specification was developed by the Department of Corrections and the Department of Youth and Family Services and was validated by the Department of Personnel and Training. It replaces the Probation Administrator B class, effective July 1990.
