CLASS CONCEPT/FUNCTION

This is the second class in the Probation Management series for positions responsible for managing a Probation and Parole District Office or a Court Service Unit. Positions in this class have charge responsibility for smaller districts/units or assist in managing the largest districts/units. Because of the limited staff size, these positions have significant involvement in service delivery. Charge positions in this class manage Probation and Parole Districts or Court Service Units, providing general services within the state juvenile and criminal justice systems, such as probation, parole, family domestic counseling, diversion, or intensive supervision. Positions in this class serving as assistants manage daily operations of a district/unit providing a larger variety of services and specialized programs. This class is distinguished from the Probation Supervisor by its charge responsibility for the overall operation of smaller districts/units or its responsibility as an assistant manager in the largest districts/units. This class is distinguished from the Probation Manager Senior by the latter's charge responsibility for districts/ units providing more diverse services, having caseloads, or more formal programs, which require subordinate supervisory staffing.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Charge positions perform work of considerable difficulty by directing, managing, and delivering the services provided to adult or youth clients, involving an informal program structure. Assistant positions perform work of moderate difficulty by administering formal program activities through supervisory staff. Administers assigned client services in accordance with the Code of Virginia and the state Board (of Corrections or Youth and Family) Standards; oversees or has significant input into the preparation, submission, and monitoring of state and local budgets; develops staff procedures necessary to carry out the relevant code provisions and judicial requirements; develops and implements new programs and procedures to meet the changing needs of client populations; maintains liaison and coordinates activities with other jurisdictions; and manages the human resource activities for the district/unit, including recruitment, hiring, disciplinary action, performance appraisal, and training. Assistant positions manage the human resource function for subordinate Probation Supervisors.

Supervision Given: Charge positions in this class supervise a small staff of clerical and professional personnel. Assistant positions supervise Probation Supervisors.

Supervision Received: General direction is received from a Corrections Regional Administrator, other higher level administrator, or a Probation Director. Considerable latitude is exercised in daily operational decisions and in conducting programs within the area of responsibility.

Scope: Charge positions in this class administer and manage all programs and services within a judicial district or organizational unit that affect Department of Corrections Adult Services or Department of Family and Youth Services. Assistant positions manage daily operational activities in the largest units and administer specific programs which affect assigned services of the district/unit.

Impact of Actions: The work directly affects the district's/unit's ability to assist and monitor adults or youths involved in the state judicial system. Failure to properly complete assigned duties could lead to clients not receiving court ordered or Code mandated services, which could negatively affect the State of Virginia, Department of Corrections, Department of Youth and Family Services, and the state judicial systems.

Personal Contacts: Frequent internal and external contact with employees, departmental personnel, court officials, and clients to discuss and evaluate effectiveness of programs; and with elected officials and the general public to solicit assistance and support, to establish and coordinate new programs, to address funding concerns, and to answer questions concerning the district's/unit's programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the philosophy and provisions of pertinent federal, state, and local public laws and ordinances as related to clientele of the state judicial system; of principles of administration including organization, budget, planning and management analysis, and of management and supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to foster rapport with community resources and the court; to supervise professional and clerical staff; to apply statutes and regulations to cases; and to develop, evaluate, and administer programs within the unit and cooperatively with other agencies.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia driver's license.

Education or Training: Graduation from an accredited college or university with course work in social sciences, business/public administration, law or criminal justice, or a related field.

Level and Type of Experience: Some experience in program development, implementation, and evaluation of various social services as related to the clientele in the state judicial system. Some supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class specification was developed by the Department of Corrections and the Department of Youth and Family Services and was validated by the Department of Personnel and Training. It replaces the Probation Administrator A class, effective July 1990.
