CLASS CONCEPT/FUNCTION

This is the first class in the Probation Management series. Positions in this class are located in a Probation and Parole District Office or Court Service Unit and focus primarily upon monitoring casework services and investigative reports, ensuring proper application of departmental, divisional and district policies, directives, and procedures. This class is distinguished from the Probation Manager by the latter's charge responsibility for the overall operation of smaller districts/units or responsibility as an assistant manager who directs Probation Supervisors in the largest districts/units. In medium sized units Probation Supervisors direct the work of Probation Counselors and Counselors Senior and may serve as assistant managers.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in providing daily supervision to designated staff. Assigns cases to counselors, reviews case records, discusses decisions, and monitors work for procedural compliance and quality. Has authority to approve client supervision levels, affirm surveillance and treatment plans, and sanction arrest warrants when requested by counselors. Supervises the maintenance of case history records and preparation of case summaries. Provides advisory and consultative services on probation problems to local judges. Assists the Probation Manager Senior/Director in matters regarding work development and coordination within the district or unit, budget development, and special projects. May assist Probation Manager Senior/Director with data collection for various record-keeping purposes. (Adult Services positions may function as certified parole violation preliminary hearing officers for reviewing evidence of violations to determine whether charges should be forwarded.)

Supervision Given: Provides general supervision to Probation Counselors and Probation Counselors Senior in ensuring proper application of departmental, divisional, and district policies, directives, and procedures.

Supervision Received: Receives direction from a Probation manager Senior/Director or other higher level administrative position. Consults with supervisor concerning policy interpretation, large expenditures, and special projects.

Scope: Positions in this class have administrative responsibility that affects the operations of the work unit; positions guide and approve counselor decisions that impact the welfare of the individual client and the safety of the general public. Counsel provided to local judges affects judicial decisions concerning the utilization of community resources.

Impact of Actions: The work impacts the public image and the delivery of critical services of the agency. Good performance will enhance service delivery by Probation Counselors and Probation Counselors Senior and ensure service delivery consistent with court orders and Code mandates.

Personal Contacts: Frequent contact with law enforcement and court officials; external providers; residential care staff; and community service staff/organiza-tions/resources to obtain and provide information, coordinate services and programs, improve cooperation, and negotiate agreements.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of social work treatment modalities and of applicable statutes, judicial proceedings, and the parole process.

Skills: None identified for this class.

Abilities: Demonstrated ability to identify and use community resources; to develop, write, and review treatment plans and analytical summaries; and to apply work related statutes and regulations. Ability to supervise subordinates and facilitate team-building and consensus decision making.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia driver's license.

Education or Training: Graduation from an accredited college or university with major course work in social science, criminal justice, or a related field.

Level and Type of Experience: Considerable experience in the direct delivery of human services including related probation and parole experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class specification was developed by the Department of Corrections and the Department of Youth and Family Services and was validated by the Department of Personnel and Training. It replaces the Probation Supervisor class, effective July 1990.
