CLASS CONCEPT/FUNCTION

This is the third class in the Corrections Management series. Positions in this class have supervisory responsibilities for the daily security operations, programs, or shift activities at an adult corrections institution. Positions direct and coordinate the work of subordinate supervisors and non-security support personnel, and initiate departmental plans, render decisions, and resolve problems which subordinate level classes are not authorized to handle. This class is distinguished from the Corrections Lieutenant class by the Captain's broader span of control, responsibility for shift supervision at an institution, and its administrative responsibilities for assisting in the development, implementation and revision of the institution's goals and objectives. It is distinguished from the Corrections Major class by the Major's overall, more complex, security and operational responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions perform work of considerable difficulty which involves the day-to-day scheduling, planning, and supervising of work performed by all lower level non-security support staff and security personnel at assigned posts in all facility areas, and supervising the maintenance of the on- or off-premises security and safety of inmates assigned to adult corrections institutions. Corrections Captains performing duties at institutions typically assign and review work of Corrections Lieutenants; direct, control, and supervise daily activities including all internal/external movement, transportation of inmates, and scheduled or unscheduled events or activities; coordinate security assignments; review and assist in establishing work schedule and duty roster preparation, provide final approval or resolve complaints arising over leave usage of subordinates; respond to emergency inmate grievances; review subordinate investigations of complaints or incidents, referring them to higher level supervisory/management positions for resolution when necessary; initiate and/or participate in hearings and disciplinary actions involving inmates and subordinate personnel. Positions tour institution and check all posts, buildings and grounds for security and safety. Positions review and approve paperwork related to payroll corrections/overtime requests; evaluate subordinates' activities, work performance and conduct. Positions review logs and reports for accuracy, completeness and compliance with Department policies and maintain current policy manuals. Positions assign transportation duties; monitor the supervision of the location and/or movement of inmates either in the secure confines of the institution or on external work gangs; monitor subordinates' supervision of periodic inmate counts. Positions may also provide assistance as required to visitors of the facility; sit on or chair various committees and provide notary services to inmates. Positions may also identify and search resident or incoming inmates and others entering secure confines. During emergencies, positions may also supervise and/or direct all emergency procedures including participation in searches for escapees.

Supervision Given: Provides general supervision to Corrections Lieutenants and Sergeants.

Supervision Received: Receives general supervision from a Corrections Major or higher level administrative corrections official.

Scope: Positions in this class perform work which affects the efficient and effective safety and security of inmates within adult corrections and institutions, as well as the safety of staff and those who are within or near the secure confines of an institution or external work gang.

Impact of Actions: Actions impact the entire facility or institution as well as those with whom business is being conducted or services are being rendered. Decisions and actions could have serious impact on the agency in that ineffective or inappropriate decisions and actions could result in long-term costs to the public, the Commonwealth and the agency in terms of time; money; services; public, staff, client and inmate safety and welfare; and the goodwill of the public.

Personal Contacts: Positions in this class have frequent internal and external contact with inmates, inmate families and visitors, staff, institutional visitors, vendors, contractors, general public conducting business at the institution, higher level administrative corrections officials. Positions have frequent internal/ external contact with other law enforcement agencies, court officials, criminal justice and public service officials, community representatives, other state agencies, private and state medical personnel either conducting business with or providing services to the institution.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of policies, guidelines and laws governing correctional facilities, programs and objectives; physical control, self-defense, first aid procedures, radio communications, evidence seizure and control; supervisory practices and principles; and security budget coordination.

Skills: Working skill in the use of firearms, radio equipment, physical control devices, electric and electronic controls.

Abilities: Demonstrated ability to organize, plan and schedule; work independently, apply and interpret laws, rules and regulations; exercise good judgment in emergencies and in the use of lethal force and to direct subordinates in same; conduct thorough investigations and appraise evidentiary information; review and evaluate records and reports; analyze and resolve problems; effectively communicate both orally and in writing with a variety of individuals; provide supervision to inmates and subordinates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification in state or federal criminal justice services programs; Virginia driver's license.

Education or Training: Graduation from high school or equivalency and successful completion of mandated training related t the duties of the position.

Level and Type of Experience: Progressively responsible corrections or law enforcement experience and supervisory experience.
