CLASS CONCEPT/FUNCTION

This is the second class in the Corrections Management series. Positions in this class provide supervision to either a shift of corrections security personnel or a major program operation in an adult corrections institution. Positions supervise security enforcement over inmates and physical plant, and may perform custodial, disciplinary and escape prevention duties. This class is distinguished from the Corrections Sergeant class by the Lieutenant's shift supervisory responsibilities. This class is distinguished from the Corrections Captain class by the Captain's broader supervisory and administrative responsibility for the activities of the assigned corrections security force.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions perform work of considerable difficulty which involves the day-to-day scheduling, planning, and supervising of work performed by non-security support staff and subordinate security personnel at assigned posts in all facility areas and supervising the maintenance of the on- or off-premises security and safety of inmates assigned to adult corrections institutions. Corrections Lieutenants performing duties at institutions typically assign and review work of Corrections Sergeants and Corrections Officer/Trainees; establish work schedules and prepare duty rosters, approve and/or monitor leave usage or subordinates; respond to emergency inmate grievances; resolve problems involving security, crisis intervention and other related areas of work by investigating complaints or incidents and referring them to higher level supervisory positions for resolution when necessary; initiate and/or participate in hearings and disciplinary actions involving inmates and subordinate personnel. Positions conduct inspections to ensure compliance with institutional operations and guidelines. Positions initiate and adjust paperwork related to payroll corrections/overtime requests; evaluate subordinates' activities, work performance and conduct. Positions prepare and/or review logs and reports for accuracy, completeness and compliance with Department policies and maintain current policy manuals. Positions assign transportation duties; supervise/review all location and/or movement of inmates either in the secure confines of the institution or on external work gangs; supervise periodic inmate counts. Positions may also provide assistance as required for appropriate maintenance of assigned area of supervision; may issue medications; sit on or chair various committees; provide notary services to inmates. Positions may also identify and search resident or incoming inmates and others entering secure confines; search and/or inventory and disseminate incoming mail, packages, and inmate personal property and clothing. During emergencies, positions may also supervise or perform housekeeping, sanitation, meal preparation and serving duties, and participate in searches for escapees. In the absence of the Corrections Captain, positions function as Shift Commander.

Supervision Given: Provides general supervision to Corrections Sergeants and Corrections Officers and Corrections Officer Trainees.

Supervision Received: Receives general supervision from a Corrections Captain or higher ranking corrections official.

Scope: Positions in this class perform work which affects the efficient and effective safety and security of inmates within adult corrections and institutions, as well as the safety of staff and those who are within or near the secure confines of an institution or external work gang.

Impact of Actions: Actions impact the entire facility or institution as well as those with whom business is being conducted or services are being rendered. Decisions and actions could have serious impact on the agency in that ineffective or inappropriate decisions and actions could result in long-term costs to the public, the Commonwealth and the agency in terms of time; money; services; public, staff, client and inmate safety and welfare; and the goodwill of the public.

Personal Contacts: Positions in this class have frequent internal and external contact with inmates, inmate families and visitors, staff, institutional visitors, vendors, contractors and the general public conducting business at the institution. Positions have frequent internal/external contact with other law enforcement agencies, court officials, criminal justice and public service officials, community representatives, other state agencies, private and state medical personnel either conducting business with or providing services to the institution.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of policies, guidelines and laws governing correctional facilities and programs; physical control, self-defense, first aid procedures, radio communications, evidence seizure and control; supervisory practices and principles.

Skills: Working skill in the use of firearms, radio equipment, physical control devices, electric and electronic controls.

Abilities: Demonstrated ability to organize, plan, schedule; work independently with minimal supervision, apply and interpret laws, rules and regulations; exercise good judgment in emergencies and in the use of lethal force and to direct subordinates in same; conduct thorough investigations and appraise evidentiary information; review and evaluate records and reports; analyze and resolve problems; effectively communicate both orally and in writing with a variety of individuals; provide supervision to inmates and subordinates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification in state or federal criminal justice services programs; Virginia driver's license.

Education or Training: Graduation from high school or equivalency and successful completion of mandated training related to the duties of the position.

Level and Type of Experience: Progressively responsible corrections or law enforcement experience and supervisory experience.
