CLASS CONCEPT/FUNCTION

This is the third class and supervisory level in the State Police Investigation Series. Positions in this class direct criminal investigations and related administrative functions; manage investigative staff; or supervise and direct a specialized investigative unit. Positions in this class exercise full police powers as authorized by the Code of Virginia in all jurisdictions and carry weapons. This class is distinguished from the State Police Senior Special Agent by its supervisory responsibility and direction of criminal investigations and related functions. This class is distinguished from the State Police Investigation Manager A by the latter’s broader responsibility for managing a field investigative unit or administrative unit.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty which involves directing criminal investigations or related administrative programs within a bureau division. Positions may be assigned to a field division or headquarters division. Duties include coordinating and directing investigations of complex criminal activities, to include narcotics, murder, rape, arson, fraud, and embezzlement; performing administrative functions, such as case reviews, preparation of prosecutive reports, opening and assigning investigations, managing confidential case information and procedures by which such information is maintained; sustaining relationships with criminal justice agencies within area of assignment; developing and presenting educational programs; and remaining abreast of trends, patterns, and developments in area of assignment. Provides direction and supervision to investigative and office support staff. Conducts investigations into complaints against personnel.

Supervision Given: Supervises State Police Special Agent-Accountants, State Police Senior Special Agents, State Police Surveillance Agents, State Police Special Agents, and non-sworn administrative and office support staff.

Supervision Received: Receives general supervision from a State Police Investigation Manager A or higher level State Police official.

Scope: The criminal investigations supervised have local, state, national, and international effects.

Impact of Actions: Actions affect the investigation of criminal actions and performance of investigative personnel. Failure to review the progress and direction of investigations could have a negative impact on the agency in terms of time, money, services, and public/employee goodwill.

Personal Contacts: Position have frequent contact with Commonwealth’s Attorneys, local law enforcement agencies, federal and state agencies, and the public. Occasional contacts with Attorney General’s Office and judges. These contacts are necessary in order to exchange information related to investigations and other law enforcement activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of criminal laws of the Commonwealth; investigative techniques and methods of gathering information; departmental policies and procedures; and the judicial system. Working knowledge of policies governing supervision of staff.

Skills: Considerable skill in the use of firearms and other weapons, in the operation of motor vehicles, and in the use of defensive tactics.

Abilities: Demonstrated ability to communicate effectively, orally and in writing; manage criminal investigations; supervise and manage staff; interpret and apply laws, policies, and procedures related to criminal investigations; and meet physical demands of assigned duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Department: of Criminal Justice Services and a Virginia driver’s license.

Other Requirements: Must be a United States Citizen, meet requirements of a background investigation, and successfully complete a physical examination conducted under the supervision of a licensed physician.

Education or Training: Graduation from high school or equivalent and successful completion of the Basic Training School at the State Police Academy. Specialized training in criminal investigation and other specialties when required by position.

Level and Type of Experience: Experience in conducting criminal investigations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class replaced State Police Investigator Sergeant in 1981 and was revised in July 1991.
