CLASS CONCEPT/FUNCTION

This is the supervisory class in the Fingerprint Technician series. Positions in this class supervise the identification and classification of fingerprints for the Department of State Police. This class is distinguished from the Fingerprint Technician Senior by its supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class is involved in supervising technical functions in the examination, comparison, identification, and classification of fingerprints using the Modified Henry System and the Automated Fingerprint System and in performing work in this function. The class provides training and ongoing supervision and guidance to Technicians and Technicians Senior, which includes resolving difficult or unusual problems and training and guidance in providing court testimony and proceedings. This class also testifies in court and conducts control checks or audits on the AFIS data base assure quality.

Supervision Given: General supervision is provided to Fingerprint Technicians and Technicians Senior.

Supervision Received: General supervision is received from the Central Criminal Records Exchange Manager.

Scope: Work affects the community at large through support of law enforcement functions and identification of disaster victims or deceased persons.

Impact of Actions: Impact of actions is serious. Errors resulting from improper identification or classification of fingerprints or from providing improper training adversely affect criminal investigations and prosecution and may result in erroneous arrest, conviction or incarceration. Errors may result in the inability to identify suspects, disaster victims, or deceased persons. These errors could lower the credibility of the agency.

Personal Contacts: Frequent internal and external contact with law enforcement officers and the Department of Corrections in relation to classification and identification of fingerprints; Commonwealth and U.S. Attorneys, defense attorneys, judges and juries relative to prosecution of cases and court testimony; and data processing personnel to resolve AFIS hardware or software problems.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of fingerprint classification and search methodologies using the Modified Henry System and the Automated Fingerprint Identification System and of criminal court proceedings.

Skills: None identified for this class.

Abilities: Ability to communicate effectively orally and in writing; to testify in criminal proceedings; to supervise; to work independently; to pay close attention to detail in technical and concise work.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Considerable experience in examining, comparing, and classifying fingerprints, including some supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
