CLASS CONCEPT/FUNCTION

This is the single class in the State Police Finance and Administration series. The single position in this class direct fiscal and administrative operations for the Department of State Police.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in the planning, management and direction of agency fiscal and administrative operations, including the formulation, interpretation, and implementation of fiscal policy. Directs all fiscal and accounting functions as the single position through which all financial information within the agency flows. Through subordinate staff, directs budget planning and formulation; forecasts and manages revenues; and administers federal and state grants. Directs fiscal functional areas including capital outlay, payroll, budgeting, grants and contracts, general accounting, accounts payable and receivable, petty cash, cash receipts, cash disbursements, purchasing, fixed asset accounting, credit card expenditures, and financial management/reporting. Directs auxiliary services and operations, including procurement and supply, fleet management, insurance, physical plant, warehousing and distribution, mail delivery, printing, and cafeteria.

Supervision Given: Supervises a diversified staff of professional, technical, and support personnel.

Supervision Received: Administrative direction is received from a State Police Bureau Director or higher level administrator.

Scope: Work affects the fiscal position of all agency programs, staffing, and operations; and the auxiliary services to support headquarters and field administrative operations.

Impact of Actions: Inaccurate forecasting of revenues or ineffective management and direction of fiscal operations could result in inadequate or mismanaged funding causing embarrassment to the agency head or other administrators, and/or possible criminal charges, and the loss of grant funds. Ineffective analysis of equipment and service needs could result in danger to sworn employees and the public.

Personal Contacts: Frequent contact with agency management regarding fiscal and administrative operations; the Department of Planning and Budget, the State Comptroller's Office, and the State Treasury Department regarding funding, revenues, expenditures, and related policies and procedures; the Division of Purchases and Supply regarding contracts and purchases; the Division of Engineering and Buildings regarding capital projects and physical plant operations; the Department of Criminal Justice Services regarding the administration of grants; and vendors to analyze and procure equipment and services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of generally accepted accounting principles. Considerable knowledge of business principles, particularly those that relate to public administration and government operations. Considerable knowledge of state and federal policies and procedures for accounting and reporting, and budget planning and formulation. Working knowledge of human resource management principles, and data processing and computer applications for financial operations.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, organize, staff, direct, and coordinate accounting, finance, budget, and reporting functions; train a large fiscal staff; develop and implement revised accounting systems, reports, and financial statements; present financial reports and made recommendations; manage diverse physical plant operations; and communicate effectively, both orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from a college or university with major studies in accounting, business administration, or related field.

Level and Type of Experience: Progressively responsible experience in the management of complex and diverse fiscal and administrative operations, and in directing a staff of professional and technical specialists.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
