CLASS CONCEPT/FUNCTION

This is the second class in the State Police Administration series. Positions in this class serve as the director of a State Police bureau; are responsible for the administration and command of a major operational area, including development and implementation of comprehensive policies and programs for several divisions, sections or units to enable the accomplishment of the agency's mission and meet the mandates of governmental officials and/or the legislature; and are responsible for the oversight of complex and diverse law enforcement operations or the provision of diverse administrative support statewide. Positions in this class exercise full police powers as authorized by the Code of Virginia and carry weapons. This class is distinguished from the State Police Bureau Deputy Director class by its responsibility for direction of an entire Bureau. This class is distinuished from the Deputy Superintendent class by the latter's department-wide responsibilities and action on behalf of the State Police Superintendent.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform director level work of considerable difficulty which involves administering law enforcement and administrative support functions. Positions in this class typically develop policies and implement courses of action to enable accomplishment of bureau missions and the attainment of goals; analyze and modify strategic programs to improve efficiency; administer bureau programs relating to staffing, training, and budget; coordinate bureau activities with other departmental areas of operation to provide efficiency and overall integration of services; and serve as liaison between the Superintendent's office and local, state and federal agencies in relation to field operations, criminal investigative operations, or administrative/support functions. May represent the State Police Superintendent with the legislature.

Supervision Given: Provides direction to State Police Bureau Deputy Directors and administrative support staff.

Supervision Received: Receives general direction from a State Police Superintendent or State Police Deputy Superintendent.

Scope: Work affects the mission of the agency and the public safety and law enforcement functions of the Commonwealth.

Impact of Actions: Effective decisions and actions positively impact the department's ability to accomplish its mission. Errors could result in major costs in time, money and employee/public goodwill.

Personal Contacts: Frequent internal and external contacts with division commanders, investigation managers, and other police professionals for the purpose of establishing uniformity and ensuring continuity, efficiency and effectiveness of operations and administrative support; with representatives of the public including news media to discuss law enforcement/safety issues; with government officials from a variety of agencies both internal and external to the Commonwealth to obtain/ provide information and discuss law enforcement issues; and with legislature officials and other states to represent the agency.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of all laws, rules, regulations and policies governing the Department of State Police and other public safety agencies; of the agency's organization, mission, goals and objectives; of law enforcement principles, practices and techniques; of principles of management; and of the budgetary process.

Abilities: Demonstrated ability to administer complex law enforcement operations and administrative support services; to plan the activities of professional subordinates; to communicate effectively both orally and in writing; to tactfully and diplomatically deal with difficult situations under adverse conditions; to interpret laws, policies rules, regulations and reports; and to analyze problems and develop logical conclusions in order to implement necessary changes.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Department of Criminal Justice Services and a valid Virginia driver's license.

Education and Training: Graduation from an accredited college or university with course work in criminal justice, police science, or a related field.

Level and Type of Training: Administrative experience in law enforcement, including assignments which provide knowledge of the policies, rules, regulations, programs and functions of the Department of State Police.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
