CLASS CONCEPT/FUNCTION

This is the first class in the State Police Administration series. Positions in this class serve as the second in command of a State Police bureau; develop and recommend comprehensive policies and programs designed to enable the department to accomplish its mission or to meet the mandates of governmental officials and/or the legislature; and are responsible for the oversight of complex law enforcement operations or the provision of administrative support for State Police headquarters. Positions in this class exercise full police powers as authorized by the Code of Virginia in all jurisdictions, and carry weapons. This class is distinguished from the State Police Captain class by its responsibility to oversee and administer two or more departmental divisions. It is distinguished from the State Police Bureau Director class by the latter's responsibility for directing an entire bureau.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Performs director level work of moderate difficulty which involves administering law enforcement operations and administrative support functions. Positions in this class typically develop policies and recommend plans and/or courses of action designed to enable the accomplishment of bureau missions and the attainment of established goals. Recommends priorities and allocation of personnel and material assets for mission accomplishment; oversees and administers the work of divisions within the bureau through inspections, review and analysis of operations; and recommends changes to improve effectiveness and efficiency. Conducts or oversees special projects for a State Police Bureau Director.

Supervision Given: Positions in this class provide direction to State Police Captains,State Police investigation managers, other professional specialists, and administrative support staff.

Supervision Received: Positions in this class receive general direction from a State Police Bureau Director.

Scope: Positions in this class administer programs and operations affecting the accomplishment of the agency's missions and the preservation of public safety within the Commonwealth.

Impact of Actions: Effective job performance facilitates the agency's ability to accomplish its mission. Ineffective decisions could result in major costs of time, money and employee/public goodwill.

Personal Contacts: Frequent internal and external contact with division commanders, investigation managers and professional staff for the purpose of establishing uniformity and ensuring continuity, efficiency and effectiveness of operations and administrative support; and with governmental officials from a variety of agencies both internal and external to the Commonwealth, and the general public to provide or obtain information and discuss agency issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of all laws, rules, regulations and policies governing the Department of State Police and other related public safety agencies; of the agency's organization, goals and objectives; of the agency's mission and law enforcement principles, practices and techniques of principles of management; and of the budgetary process.

Abilities Demonstrated ability to administer complex law enforcement operations and administrative support services; to plan and oversee the activities of professional subordinates; to communicate effectively both orally and in writing; to tactfully and diplomatically deal with difficult situations under adverse conditions; to interpret laws, policies, rules, regulations and reports; and to analyze problems, and develop logical conclusions in order to recommend necessary changes.

 

QUALIFICATIONS GUIDE*

License or Certification: Certification by the Virginia Department of Criminal Justice Services and a valid Virginia driver's license.

Education and Training: Graduation from an accredited college or university with course work in criminal justice, police science, or a related field.

Level and Type of Experience: Advanced managerial experience in law enforcement, including assignments which provide knowledge of the policies, rules, regulations, programs and functions of the Department of State Police.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
