CLASS CONCEPT/FUNCTION

This is the fourth class and second managerial level in the State Police Management series. Positions in this class are assigned to the Bureaus of Field Operations, Criminal Investigation, and Administrative and Support Services. Incumbents are responsible for the overall management and direction of field and administrative divisions and statewide criminal investigation/criminal intelligence divisions. These positions exercise full police powers as authorized by the Code of Virginia in all jurisdictions and carry weapons. This class is distinguished from the State Police Lieutenant by its broader span of control as commander of a division or its management of complex administrative support programs which require the assignment of subordinate managers or professionals, some of whom may serve as specialists in major functional areas. This class is distinguished from the State Police Bureau Deputy Director class which serves as second-in-command of a State Police bureau.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty in managing operations of a field division, safety division, administrative support division, or criminal investigative division. Duties typically involve the interpretation of policy, laws, and regulations; management of employee relations within the assigned division; preparation of operating and capital budgets; approval of operation plans; and coordination of enforcement plans and operations with other governmental agencies. Investigative functions include investigation of criminal activities ranging from traditional crimes to more sophisticated intelligence gathering. Positions respond to inquiries from the public regarding a variety of law enforcement issues, and review and evaluate complaints and requests for criminal investigations from the Governor, Attorney General, Commonwealth's attorneys, sheriffs, chiefs of police, and grand juries. Positions in this class enforce all state criminal and traffic laws, and may testify in court.

Supervision Given: Provides general supervision to State Police Lieutenants and/or technical specialists who manage other police professionals or administrative support personnel.

Supervision Received: Receives direction from a State Police Bureau Deputy Director.

Scope: Work affects the law enforcement, investigative, or administrative operations of the assigned division.

Impact of Actions: The management of field law enforcement operations, investigative operations, and administrative functions directly affect accomplishment of the mission of the bureau and the agency. Error or poor judgment could result in significant costs in time, money, and public goodwill.

Personal Contacts: Frequent internal and external contacts with local, state, and federal law enforcement agencies nationwide, Commonwealth's and United States Attorneys, and court systems. Frequent contact with the public, businesses, schools, and the media to promote law enforcement and public safety programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the laws, rules, regulations, and policies governing the Department of State Police and of criminal laws of the Commonwealth; methods of investigative techniques and information gathering; law enforcement principles and practices; the judicial system; and human resource management techniques.

Skills: Considerable skill in the use of firearms and other weapons and in the operation of a vehicle.

Abilities: Demonstrated ability to manage law enforcement operations, administrative support programs, or a major investigative program; interpret and apply policies, laws, and regulations; communicate effectively, both orally and in writing; resolve problems; and work with other law enforcement officials.

 

QUALIFICATIONS GUIDE*

License or Certification: Certification by the Virginia Department of Criminal Justice Services and a Virginia driver's license.

Education or Training: High school graduate or equivalent. Progressive law enforcement and management training. Investigative positions require specialized training in criminal investigation.

Level and Type of Experience: Progressively responsible law enforcement and managerial experience. Investigative positions require experience in criminal investigation.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was revised to consolidate the State Police Captain and State Police Investigation Manager Senior into one class, effective June 16, 1993.
