CLASS CONCEPT/FUNCTION

This is the third class and first managerial level in the State Police Management series. Positions in this class manage law enforcement, criminal investigation, or administrative operations. Incumbents serve as assistant division commanders in field or headquarters divisions, or they may manage a small statewide specialized State Police unit. The incumbents exercise full police powers as authorized by the Code of Virginia in all jurisdictions, and carry weapons. This class is distinguished from the State Police First Sergeant and Assistant Special Agent-in-Charge by its role as assistant division commander in field or administrative divisions or as manager of a small statewide unit. This class is distinguished from the State Police Captain class by the latter's broad span of control in the direction of a field, investigative, or an administrative division.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty, which involves managing law enforcement operations, criminal investigative operations, or administrative support services within a field division. Positions may be assigned to command specialized statewide State Police units, such as aviation or motor carrier safety, or assigned to assist in the management of a headquarters division. Duties typically involve supervising and evaluating performance of subordinate personnel; establishing work priorities and work methods; making case assignments; preparing correspondence, reports, and other documentation for division, bureau, and agency administrators; and reviewing administrative and investigative reports, records, plans, and other documents to ensure accuracy and completeness. Positions also may participate in task forces, serve on committees, and coordinate activities with other governmental agencies on the local, state, and federal levels. Other duties include coordinating special operations, inspecting and evaluating field offices, and developing and revising policies and procedures related to the area of responsibility. Positions in this class enforce all state criminal and traffic laws, and may testify in court.

Supervision Given: Supervises State Police First Sergeants within the Bureau of Field Operations and Bureau of Administrative and Support Services; and Assistant Special Agents-in-Charge within the Bureau of Criminal Investigation.

Supervision Received: Receives direction from State Police Captain or higher level State Police official.

Scope: The operations managed affect law enforcement and traffic safety programs within the assigned division; or, when in command of a specialized unit, operations have department-wide impact. Criminal investigations and related special programs affect local, state, national, and international operations.

Impact of Actions: Proper performance promotes effective law enforcement operations, criminal investigations, or administrative support functions. Error in judgment may damage the agency and the citizens it serves in terms of significant costs in time, money, services, and public safety.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the laws, rules, regulations, and policies governing the Department of State Police and of criminal laws of the Commonwealth; methods of investigative techniques and information gathering; of law enforcement principles and practices; of the judicial system; and of human resource management techniques.

Skills: Considerable skill in the use of firearms and other weapons and in the operation of a vehicle.

Abilities: Ability to manage law enforcement operations, administrative support functions, or a specialized or general criminal investigative program; interpret and apply policies, laws, rules, and regulations; and communicate effectively, both orally and in writing. Ability to supervise and manage staff, analyze information and develop reports, resolve problems, and meet the physical demands of assigned duties.

 

QUALIFICATIONS GUIDE*

License or Certification: Certification by the Virginia Department of Criminal Justice Services and a Virginia driver's license.

Education or Training: High school graduate or equivalent and law enforcement training. Investigative positions require specialized training in criminal investigation.

Level and Type of Experience: Progressively responsible law enforcement and supervisory experience. Investigative positions require experience in criminal investigation.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class was revised to consolidate the State Police Lieutenant and State Police Investigation Manager into one class, effective June 16, 1993.
