CLASS CONCEPT/FUNCTION

This is the second class and second supervisory level in the State Police Management series. Positions in this class supervise State Police Sergeants who in turn supervise all levels of State Police troopers engaged in law enforcement activities within an area of a field division or supervise State Police Sergeants or specialists assigned to special State Police units or administrative support activities. Positions in this class may be assigned the responsibilities for programs or sub-programs within an administrative support unit. Positions in this class exercise full police powers as authorized by the Code of Virginia in all jurisdictions, and carry weapons. This class is distinguished from the State Police Sergeant class by its responsibility for greater supervision of an area of a field division, special State Police units or administrative support activities to include supervision of State Police Sergeants and specialists. This class is distinguished from the State Police Lieutenant class which has managerial responsibilities and a greater span of control in a field division, Special State Police Unit or administrative support activity.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of moderate difficulty which involves supervising subordinate staff engaged in a variety of law enforcement, protection, and administrative support activities. Work typically involves assigning work schedules; monitoring and evaluating work of subordinates; reviewing reports, logs, and lesson plans for accuracy and completeness; gathering information to establish records related to law enforcement or specialty unit work; coordinating activities with other governmental agencies in order to plan and implement protective services for dignitaries, officials and other designated individuals; recommending actions to be taken for violations of laws and regulations; overseeing maintenance of property and equipment; providing formal and informal instruction for subordinates and other State Police personnel; and overseeing procedures to protect sensitive information in accordance with laws and regulations. Positions in this class enforce state criminal and traffic laws and may testify in court.

Supervision Given: Provides general supervision to specialists and administrative support personnel, and to State Police Sergeants who in turn supervise all levels of State Police troopers.

Supervision Received: Receives general supervision from a State Police Lieutenant or higher level State Police official.

Scope: Positions in this class perform work which affects the efficient and effective law enforcement within an area of a field division. When assigned to special state police units or administrative support programs, work affects the efficiency and effectiveness of the unit or program/sub-program, which may have statewide impact.

Impact of Actions: Ineffective decisions and actions could adversely impact the department with significant costs of time, money, services and public/employee goodwill. Effective job performance results in the professional development of subordinates, and enables enforcement of criminal and traffic laws.

Personal Contacts: Positions in this class have frequent internal and external contact with the public, law enforcement agencies both internal and external to the Commonwealth, civic organizations, schools, businesses, courts, and governmental officials and dignitaries in order to enforce laws and regulations and to provide information and assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of law enforcement and investigation procedures and techniques; of criminal and traffic laws and regulations; of supervisory techniques; of procedures and techniques employed in the assigned specialty area; and of laws of arrest and the rules of evidence.

Skills: Working skill in the use of firearms and other carried weapons and in the operation of specially equipped motor vehicles.

Abilities: Demonstrated ability to supervise the work of others; to interpret and apply laws, rules and regulations; to investigate and analyze information; to resolve problems; to effectively communicate both orally and in writing; and to meet the physical demands of the assigned duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services and a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent and law enforcement training.

Level and Type of Experience: Progressively responsible law enforcement and supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
