CLASS CONCEPT/FUNCTION

This is the first class and first supervisory level in the State Police Management series. Positions in this class provide first line supervision to all levels of State Police troopers and to administrative support personnel such as clerical employees and communications equipment operators. Positions in this class may be assigned to State Police headquarters, field division headquarters, field division sub-areas, special state police units or may serve as formal instructors in the training division. Positions in this class exercise full police powers as authorized by the Code of Virginia in all jurisdictions, and carry weapons. This class is distinguished from the State Police Master Trooper class by its supervisory responsibilities. This class is distinguished from the State Police First Sergeant class which has the responsibility for supervision of a field division area or special state police units.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of moderate difficulty which involves supervising all levels of State Police troopers involved in law enforcement in a sub-area of a field division or in a special state police unit such as aviation or executive protection. Positions in this class typically prepare work schedules; assign patrol areas; review reports for accuracy and completeness; prepare activity reports; investigate complaints or incidents; supervise security arrangements; provide assistance as required by the public; provide informal and formal training; and evaluate subordinates activities and work performance. Positions in this class enforce State criminal and traffic laws and may testify in court.

Supervision Given: Provides general supervision to all levels of State Police troopers, State Police Communication Operators and Lead Communications Operators, and administrative support personnel.

Supervision Received: Receives general supervision from a State Police First Sergeant or higher level State Police official.

Scope: Positions in this class perform work which affects the efficiency and effectiveness of law enforcement within a sub-area or a field division headquarters. When assigned to special State Police units, work affects the efficiency and effectiveness of the unit which may have statewide impact.

Impact of Actions: Ineffective decisions and actions could adversely impact the department with significant costs of time, money, services and public/employee goodwill. Effective job performance results in the provision of adequate supervision to employees which in turn positively affects their performance of law enforcement duties.

Personal Contacts: Positions in this class have frequent contact with the public, law enforcement agencies both internal and external to the Commonwealth, civic organizations, schools, businesses, courts, government officials, and dignitaries in order to enforce laws and regulations, and to provide information and assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of law enforcement and investigative procedures and techniques; of criminal and traffic laws and regulations; of supervisory principles; of procedures and techniques in an assigned specialty area; and of laws of arrest and the rules of evidence.

Skills: Working skill in the use of carried weapons and in the operation of specially equipped motor vehicles.

Abilities: Demonstrated ability to supervise all levels of State Police troopers, as well as communications persons and administrative support staff; to apply and interpret laws, rules and regulations; to investigate and analyze information; to resolve problems; to effectively communicate both orally and in writing; to meet the physical demands of the assigned duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services and a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent and law enforcement training.

Level and Type of Experience: Progressively responsible law enforcement experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
