CLASS CONCEPT/FUNCTION

This is the single class in the Commercial Vehicle Enforcement series. Positions assigned to this class enforce state laws governing commercial vehicles and other regulations applicable to intrastate and interstate commerce. Positions in this class typically function with considerable independence and enforce motor vehicle size and weight, registration, licensing, and safety statutes at permanent scale locations and portable weighing operations throughout the state. Positions in this class exercise full police powers as authorized by the Code of Virginia, and carry weapons.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty that involves independently enforcing state laws governing commercial vehicles; size and weight statutes; verifying proper vehicle registration and licensing; and enforcing safety and other regulations. Duties typically include observing vehicle scale readings for compliance with state statutes; and inspecting commercial vehicles for, and enforcing, motor carrier violations, proper registration, vehicle and driver's license requirements, equipment and motor vehicle inspection violations, compliance with highway hauling permits, and bypass violations. Positions complete and issue uniform traffic summonses; seize and secure evidence; obtain warrants; make arrests; prepare reports; and present evidence and testify in court. Assists motorists with directions to destinations and with vehicle problems; assists with traffic control at accident scenes; and controls the movements of traffic through and around weighing operations. May perform routine maintenance on enforcement vehicles and other assigned equipment.

Supervision Given: Supervision typically is not a factor.

Supervision Received: Receives general supervision from a State Police Sergeant.

Scope: Positions in this class perform work that affects and facilitates the safety of commercial vehicle operations, employees, and the public, at scale locations and on intrastate and interstate roads throughout the Commonwealth.

Impact of Actions: Effective job performance ensures compliance with vehicle weight, registration, licensing, and safety laws and regulations by persons involved in intrastate and interstate commerce. Inappropriate decisions or failure to regulate assigned areas could negatively affect the agency in terms of time, money, services, and public/employee goodwill.

Personal Contacts: Frequent external contacts with commercial vehicle operators and the traveling public in order to enforce laws and regulations relating to commercial vehicle enforcement; provide court testimony; and provide information and assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the procedures, laws, and regulations affecting vehicle weight, registration, licensing, and safety; and other applicable motor vehicle laws and regulations.

Skills: Working skill in the use of firearms and carried weapons; and in the operation of specially-equipped motor vehicles.

Abilities: Demonstrated ability to apply and interpret laws, rules, and regulations; keep records, write reports, and reconstruct events for court testimony; seize and secure evidence; and effectively communicate, both orally and in writing. Demonstrated ability to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

License or Certification: Certification by the Virginia Department of Criminal Justice Services and a Virginia driver's license.

Education and Training: Graduation from high school or equivalent and successful completion of State Police Basic School for Commercial Vehicle Enforcement Officers.

Level and Type of Experience: None required for entrance into this class.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class specification was updated and the class title was changed in October, 1993, to more accurately describe the work performed. The new class title replaces the former class title, Weight Enforcement Officer.
