CLASS CONCEPT/FUNCTION

This is the single class in the Central Criminal Records Exchange (CCRE) series. Positions in this class administer the Central Criminal Records Exchange, the Fingerprint Section, and the Virginia Firearms Control Program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class manages and oversees the Central Criminal Records Exchange, which houses criminal history data that is entered into the data base, expunged in accordance with law, and provided to requestors in accordance with law; the Fingerprint Section, that classifies and enters fingerprints into the Automated Fingerprint Identification System (AFIS), identifies fingerprints, houses fingerprints for the Commonwealth, and accesses or consults with the National Crime Information Center (FBI) and other states for fingerprint comparison/identification; and the Virginia Firearms Control Program, which approves the sale or non-sale of firearms by gun dealers throughout the Commonwealth in accordance with law. Direction of these functions typically includes such things as interpreting law and policy related to all programs; interpreting court orders; assuring proper expungement of criminal history records; consulting with localities and other states relative to AFIS and CCRE; consulting with citizens related to these programs for policy interpretation or other materials assisting in fingerprint identification in unusual circumstances; directing the provision of convicted felon lists to the Board of Elections in accordance with law; evaluating AFIS software and hardware in concert with data processing staff and evaluation of other equipment; and making recommendations related to legislation, staffing, equipment, and other budgetary needs. This class also testifies in court and teaches at the State Police Academy.

Supervision Given: Supervision is provided to a Fingerprint Technician Supervisor and other administrative or office services staff.

Supervision Received: General direction is received from a State Police Lieutenant.

Scope: Work affects the integrity of the criminal records, fingerprint and firearms control functions statewide and the community at large through provision of effective administration of these functions.

Impact of Action: Improper administration of these functions may result in erroneous arrest, conviction, incarceration, and sentencing of individuals; the inability to identify suspects involved in criminal activity and/or unknown persons; sale of firearms not in accordance with law and civil action taken by citizens as a result of such errors. These actions could significantly impact the agency in terms of money, time, credibility, and goodwill.

Personal Contacts: Frequent internal and external contact with law enforcement officials related to criminal history and fingerprint information; U.S. Attorneys, defense attorneys, Commonwealth Attorneys related to criminal histories, fingerprints, or investigation information; judges and juries related to court testimony; representatives of other states related to criminal history information, fingerprints, or firearms control program; representatives of Department of Corrections related to fingerprints; vendors related to equipment; and citizens or others related to policy interpretation or explanation of law and functions.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of fingerprint identification, classification, and search methodologies; of criminal history records function and laws and policies related thereto; of firearms control law and policy; of management principles and practices; of rules of evidence; and of court proceedings, and testimony.

Skills: None identified for this class.

Abilities: Ability to supervise individuals in a technical area; to communicate effectively orally and in writing; to train and instruct; to interpret law and policy and implement appropriate application.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent. Considerable training in fingerprint examination, comparison, classification, and identification.

Level and Type of Experience: Progressively responsible experience in the administration of criminal history, fingerprint, and firearms control functions or related areas, including supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
