CLASS CONCEPT/FUNCTION

This is the single class in the Freight Traffic Coordinator/ABC series. The position in this class is responsible for coordinating the bidding process for the agency to select a contract carrier to haul merchandise between the warehouse and stores; for monitoring transportation services of the contract carrier to ensure compliance with provisions of the contract; and for negotiating freight rates and ensuring compliance with approved rate charges.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: The position in this class performs work of considerable difficulty in coordinating transportation of merchandise for the department to ensure effective hauling services at a reasonable cost. Reviews past contract performance to measure effectiveness; confers with an Assistant Attorney General to ensure compliance with state procurement regulations and laws; and recommends changes to be incorporated into contract specifications and terms to correct faulty terms. Coordinates the contract bidding process, which includes advertising the contract and ensuring participation of minority publications; distributing bidding information to interested persons; receiving and reviewing sealed bids to determine the lowest and most financially stable qualified bidder; and making recommendations to upper management on awarding the contract. Monitors shipping and receiving activities of the hauling contract carrier to verify and approve payment of invoices; to determine, file, and collect loss, damage, and overcharge claims; to coordinate store delivery schedules and ensure timely delivery; and to arrange transportation of merchandise required by the opening or closing of a store. Negotiates freight rates with carriers to obtain reasonable rates for transportation of merchandise from vendor facilities to the ABC warehouse; and verifies freight rates submitted on vendor specification in order to ensure compliance with approved rates. Monitors financial and labor relations conditions of contract carriers to determine when emergencies may occur, and makes alternate arrangements to ensure that merchandise is hauled from vendors' facilities, and between stores and the warehouse. Coordinates the process of issuing transfers to transport merchandise between stores and the warehouse. Controls salvage operations to recycle corrugated boxes, which includes preparing profit/loss statements for consideration by upper management; negotiating contracts for hauling salvage between stores and warehouse; and maintaining contacts with salvage processing companies to resolve problems that may occur. Responsible for planning, establishing, and implementing sectional goals and objectives; participating in developing the divisional budget; and ensuring that all traffic activities are in compliance with departmental standards, policies, procedures, and regulations.

Supervision Given: Provides general supervision to an office services staff.

Supervision Received: Receives directions from the Assistant Director Merchandising/ABC.

Scope: The position assigned to this class is responsible for ensuring that the department has effective transportation services at reasonable cost to haul merchandise between the warehouse and stores statewide, and from vendors' facilities nationwide to the warehouse, which affects services to the general public.

Impact of Actions: Decisions affect the transportation of merchandise from vendors' facilities to the warehouse, and between stores and the warehouse. Effective performance provides the department with reasonable and timely receipt of merchandise from vendors, and distribution of merchandise between stores and warehouse. Ineffective actions result in disruptions of merchandise deliveries to the department and stores, and could cause major costs to the department in losses of revenues and of public goodwill.

Personal Contacts: Frequent internal and external contacts with contract carrier representatives to discuss carrier performance and delivery problems; hauling carriers to negotiate freight rates and quality of services; distiller representatives to discuss shipment problems; the general public to explain regulations regarding transportation of alcoholic beverages within the state. Infrequent internal and external contacts with an Assistant Attorney General to discuss legal matters; the Real Estate Division to discuss the opening and closing of stores; local government officials to discuss unloading problems due to change in traffic patterns; and lessors of store properties to discuss damage caused by contract carriers to store buildings.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of state and federal traffic rules, regulations, and procedures; state bidding and contracting policies and practices; and general distribution functions.

Abilities: Demonstrated ability to interpret and apply freight rates and schedules; to negotiate with common carrier representatives; to communicate orally and in writing; to analyze data to discover trends; and to supervise the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school and equivalent with additional course work in business, transportation, distribution freight traffic management, or a related field.

Level and Type of Experience: Experience in freight traffic control or related work activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
