CLASS CONCEPT/FUNCTION:

This is the first class in the Warehouse Management series. Positions in this class are responsible for the management of an agency's central warehouse operation which is large in size and has limited statewide distribution points and are responsible for assisting in the administration of a large central warehouse with numerous distribution points statewide; or for managing a statewide surplus property operation inclusive of all state agencies and political subdivisions. This class is distinguished from the Warehouse Superintendent Senior class by its responsibility for acting as manager of a large warehouse with limited statewide distribution points or as assistant manager of a large warehouse with numerous distribution points statewide with increased complexities associated with traffic management and freight delivery. It is distinguished from the Warehouse Manager Senior class by the latter's responsibility for managing a large warehouse which supplies alcoholic beverages to multiple retail outlets statewide, and increased complexities associated with physical inventorying, fiscal accountability and administrative requirements associated with the high dollar value of stock and susceptibility to theft and damage.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs managerial work of moderate difficulty by planning, organizing and directing large, comprehensive warehouse operations. Duties include determining priorities and conveying them to subordinate supervisors; planning space utilization; reviewing records to ensure that proper procedures are maintained; monitoring inventory control procedures; and responding to sensitive problems, including claims resolution with vendors, manufacturers and employees from other state agencies. Prepares or assists in the preparation and monitoring of the operating budget; develops and evaluates operational systems to ensure efficiency; and develops policies and procedures and audits operations to ensure adherence to these policies. In addition to these duties positions in this class may also be required to oversee decisions regarding screening federal surplus property acquisition and distribution; and serve as auctioneer at state surplus auctions.

Supervision Given: Typically provides supervision to Warehouse Superintendents Senior and other warehouse personnel. May supervise Warehouse Superintendents, other warehouse positions, or office services positions.

Supervision Received: Receives general direction from a Central Warehouse Manager, or higher level administrative manager.

Scope: Positions function as first or second line managers in supervising all aspects of a comprehensive warehouse operation with statewide distribution points which affects units of the agency which are dependent upon warehouse supplies.

Impact of Actions: Effective job performance positively impacts the services provided by the agency. Errors may cause significant costs in terms of damaged or spoiled merchandise, lost sales and/or inconvenience to those receiving the merchandise.

Personal Contacts: Frequent internal external contacts with vendors, manufacturers, transport carrier representatives and other state employees to resolve problems with merchandise and timely shipping and receiving.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledge: Working knowledge of large-scale warehouse management techniques; safety techniques; inventory management techniques; accounting practices; and personnel policies and procedures.

Abilities: Demonstrated ability to manage all aspects of warehouse operations; to effectively supervise the work of others; to effectively communicate, both orally and in writing; to schedule and coordinate a large warehouse operation; and to interpret and develop operational policies and assess their effectiveness.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: High school graduation or equivalent.

Level and Type of Experience: Progressively responsible experience in the operation of a large warehouse to include supervision of others, policy development and budgeting.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the Classification Review/Specification Update Program. This class replaces the Highway Warehouse Manager class, effective November 1990.
