CLASS CONCEPT/FUNCTION

This is the fourth class in the Warehouse Supervisor series. Positions in this class are responsible for supervising a staff of warehouse personnel in the management of multiple central warehouse facilities and federal and state surplus property operations, or several sections of a large warehouse with distribution to multiple agencies or facilities. This class is distinguished from the Warehouse Superintendent class by its responsibility for managing multiple sections of a larger warehouse, or management of multiple central facilities. This class is distinguished from the Warehouse Manager class by the latter's responsibility for management of a large central warehouse with limited statewide distribution points; or assisting in the administration of a large central warehouse with numerous statewide distribution points, with increased complexities associated with traffic management and freight delivery, or physical inventorying, fiscal accountability, and administrative requirements associated with the high dollar value of stock and its increased susceptibility to theft and damage.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of considerable difficulty involving the management of warehousing and surplus property operations. Positions in this class supervise subordinate specialists and warehouse supervisors performing warehouse and surplus property functions which include receiving, locating, storing, inventorying and disposing of a variety of merchandise and goods. Duties also include preparation and scheduling for shipment of goods. Positions develop the warehouse budget; initiate procedures; establish performance standards; conduct employee performance evaluations; and provide training to staff. Review inventory daily; ensure accuracy of inventory and automated systems; contact vendors regarding damaged goods; and resolve delivery problems.

Supervision Given: Provides supervision to staff normally consisting of Warehouse Supervisors, Specialists, and Workers.

Supervision Received: Receives general direction from a higher level warehouse manager or other administrative position. Work is performed independently except in the event of unusual circumstances.

Scope: Performs work which effects the agency's ability to deliver goods and services.

Impact of Actions: Performs work which has a moderate impact on agency operations. Proper performance of duties can lead to the smooth efficient operation of the agency as a whole. Inadequate or improper management can result in significant costs in time, money and efficiency.

Personal Contacts: Frequent internal and external contacts with vendors, manufacturers, contract carriers and state agencies to discuss and coordinate activities related to the inventorying, receiving and distribution of goods.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of large-scale or multi-site warehouse operations, policies, and procedures; of fleet operations; of merchandise claim procedures; of sources of supply and grades of goods; of modern inventory control; and of warehouse equipment. Working knowledge of the principles and practices of personnel management.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage a shipping and receiving operation; to effectively manage personnel engaged in a variety of activities; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certificates: None.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible supervisory experience in a large, complex warehouse operation.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

This class was established as a result of the Classification Review/ Specification Update Program. It replaces the Warehouse Manager Assistant class, effective November 1990.
