CLASS CONCEPT/FUNCTION

This is the second class in the Warehouse Management series. Positions in this class manage a complex central warehouse with a large staff which receives, stocks, selects and ships alcoholic beverages to retail outlets throughout the state. This class is distinguished from the Warehouse Manager class by the latter's responsibility for functioning as the manager of a large somewhat less complex warehouse operation with limited statewide distribution points, less storage space, merchandise of lesser value, and a smaller staff, or as the assistant manager of a large central warehouse with numerous distribution points and increased complexities associated with traffic management and freight delivery, or physical inventorying, fiscal accountability, and administrative recordkeeping associated with the high dollar value of stock and increased susceptibility to theft and damage. This class is distinguished from the Central Warehouse Manager class by the latter's broader scope of operations which include service to multiple state agencies and political subdivisions, greater number of distribution points, and responsibility for the total warehouse operation including material handling functions, financial management and scheduling.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs managerial work of considerable difficulty. Positions in this class are responsible for the management of an agency's central warehouse which involves receiving, stocking, selecting and shipping alcoholic beverages to agency-operated stores throughout the state. Coordinates the testing of alcoholic beverages with the Division of Consolidated Laboratory Services. Directs and ensures the accuracy of inventory data; coordinates audit activities with the Internal Audit Supervisor and the State Auditor. Prepares warehouse budget recommendations and provides input into the preparation of the divisional budget. Participates in departmental, consultant and other studies which may involve activities, equipment, space usage and other topics which are vital to the effective and efficient operation of the warehouse. Directs human resources management functions in the warehouse. Directs the custodial maintenance of the warehouse. Ensures that security guidelines are developed, communicated to employees and implemented. Develops a plan for responding to emergencies. May confer with top management to discuss and develop plans to increase productivity and efficiency through employee development and improvement of warehousing methods to receive, store and ship a large variety of merchandise.

Supervision Given: Directly supervises Warehouse Superintendent Seniors; indirectly supervises, Warehouse Superintendents, Warehouse Supervisor Seniors, Warehouse Supervisors, Warehouse Specialists, Warehouse Workers, ABC Warehouse Mechanics, Custodial Workers, and paraprofessional and clerical personnel.

 

 

Supervision Received: Receives administrative direction from a higher level agency administrative position. Works independently and is free to plan, develop and organize all phases of work to ensure the effective and efficient operation of a complex central warehouse.

Scope: Activities affect the operation of a complex central warehouse with numerous statewide retail outlets; and affects the provision of agency's services.

Impact of Actions: Effective and efficient management of warehouse has a positive impact on revenues and ensures accountability of merchandise.

Personal Contacts: Frequent internal and external contacts with contract carriers, vendors and other state employees to schedule receipt and delivery of merchandise and to reconcile inventory discrepancies.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge: Considerable knowledge of large-scale warehouse operations and administrative management practices, inventory procedures and control, and warehouse equipment.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop and implement methods and procedures; to train and supervise a large work force; to work with contract carriers; to identify and resolve managerial problems; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with a degree in business administration or a related field.

Level and Type of Experience: Considerable warehouse supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge, and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in March 1989 as a result of the Classification Review/ Specification Update Program. It replaces the ABC Warehouse Manager class.
