CLASS CONCEPT/FUNCTION

This is the fourth and second supervisory class in the Traffic Signal Technician series. Positions in this class are responsible for the overall management and planning of a large, complex traffic signal operation at an assigned geographic area. This class is distinguished from the Traffic Signal Technician Supervisor by its responsibility to plan and manage large traffic signal operations through subordinate supervisors, at an assigned geographic area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty managing the installation and repair of traffic signal equipment by directing the work of subordinate supervisors. Plans, schedules, and prioritizes work activities for traffic technician staff engaged in traffic signal operations to ensure planned objectives are carried out in a timely manner. Participates in and manages employees selection activities, conducts performance evaluations, and oversees and/or administers disciplinary actions. Provides instruction and guidance to assigned staff. Assigns staff to respond to complaints to traffic signal malfunctions or operational inefficiencies. Assesses traffic flow patterns, develops and provides solutions to problem locations through implementation of timing adjustments or the introduction or modification of equipment. Reviews designs, plans, and sketches of traffic signal installations or modifications by state forces or private contractor to ensure compliance with Department policies, guidelines, and procedures. Participates in field inspections of new or modified traffic signals by private contractors to ensure the work is performed free from all operational deficiencies. Oversees and maintains inventory of each signalized intersection for assigned area. Assists in the maintenance replacement budgeting process to ensure that substandard equipment is replaced.

Supervision Given: Provides direction to Traffic Signal Technician Supervisors and staff.

Supervision Received: Receives direction from a higher level technical supervisor.

Scope: Responsible for planning and managing a large, complex traffic signal operation in an assigned geographical area through the direction of subordinate supervisors.

Impact of Actions: Effective job performance ensures the safe and continued operation of traffic signal equipment and the safety of the public and work crews.

Personal Contacts: Frequent external contacts with the public to explain operations of signals and listen to complaints; contractors regarding inspection of signals for compliance with Road and Bridge Specifications and Standards; local law enforcement officials to discuss problem intersections and traffic control during inspection and maintenance operations; representatives of jurisdictions and contractors regarding traffic signal inspections; and public utilities regarding traffic signal construction, inspection, or modification. Frequent contacts with inspectors and other department personnel regarding traffic signal inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive current knowledge of all aspects of traffic signal installation, modification, maintenance, and repair operations including phasing, timing and coordination; traffic signal operations and the applications of related equipment; computer software; and safety proceduyres. Considerable knowledge of supervisory principles and practices. Some knowledge of electronic component repair.

Skills: Skill in the application and use of various, complex types of electronic traffic control equipment; and personal computers, and related software.

Abilities: Demonstrated ability to supervise and manage staff; to use various techniques to identify and solve equipment related problems; and to read, understand, and apply information provided on traffic signal design plans and wiring diagrams.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid driver's license at hire.

Education or Training: Graduation from high school or equivalent, with additional course work related to supervision and traffic signal installation and repair.

Level and Type of Experience: Progressively responsible experience in the supervision of staff involved in traffic signal installation and repair.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as result of an agency study of the Highway Equipment Electrician series. This class replaces the Highway Equipment Electrician Foreman B class, effective May 1992.
