CLASS CONCEPT/FUNCTION

This is the third and first supervisory class in the Traffic Signal Technician series. Positions in this class are primarily responsible for supervising work groups engaged in traffic signal field operations. In large, complex traffic signal operations, positions may serve as assistants to a Traffic Signal Technician Supervisor Senior to oversee daily operations. This class is distinguished from the Traffic Signal Technician Senior by its responsibility to provide formal supervision to Traffic Signal Technicians, and Technicians Senior. It is distinguished from the Traffic Signal Technician Supervisor Senior by the latter class' responsibility to plan and manage large traffic signal operations, through subordinate supervisors, for an assigned area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty supervising the installation, maintenance, modification and repair of traffic signal equipment. Schedules, assigns, supervises and participates in all phases of traffic signal operations. Assigns crews to specific work tasks; provides technical advice and guidance; reviews work reports; counsels employees on problems; grants and denies leave time for assigned staff; participates in employee selection; schedules personnel for after hours calls; and oversees vehicle maintenance. Follows up on complaints to ensure problems are identified and resolved. Participates in field inspections of new or modified traffic signals by private contractors; coordinates activities with local police departments, state employees, and private contractors to ensure the installation or modification conforms with all state standards and specifications. Monitors and maintains inventory and related budget information.

Supervision Given: Provides general supervision to Traffic Signal Technicians Senior and Traffic Signal Technicians.

Supervision Received: Receives direction from a Traffic Signal Supervisor Senior, or other higher technical position.

Scope: Plans work and supervises technicians installating and repairing a variety of traffic signal equipment at a transportation district or an assigned geographic area with complex traffic signal operations.

Impact of Actions: Effective job performance ensures the safe and continued operation of traffic signal equipment as well as public safety and the safety of the crew.

Personal Contacts: Frequent external contacts with the general public to explain signal operations and listen to complaints; contractors regarding inspection of signals for compliance with Road and Bridge Specifications and Standards; local law enforcement officials to discuss problem intersections and traffic control during inspection and maintenance operations; representatives of jurisdictions and contractors regarding traffic signal inspections; and public utilities regarding traffic signal construction, inspection, or modification. Frequent internal contacts with inspectors and other department personnel regarding traffic signal inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of all aspects of traffic signal installation, modification, maintenance, and repair operations including phasing, timing, and coordination; traffic signal operations and the applications of related equipment, personal computer and software; standard practices of electrical trade; design, installation, maintenance, and repair of traffic signal equipment; supervisory principles and practices; and of safety procedures. Some knowledge of electronic component repair.

Skills: Skill in the application and use of various and complex types of electronic traffic control equipment and personal computers and related software.

Abilities: Demonstrated ability to supervise staff; to read, understand, and apply information on traffic signal design plans, wiring diagrams, and manuals; and to use various techniques for identifying and solving equipment problems.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid driver's license at hire.

Education or Training: Graduation from high school or equivalent, with additional course work related to traffic signal installation and repair.

Level and Type of Experience: Progressively responsible experience in traffic signal installation and repair, with some experience in leading the work of others.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as result of an agency study of the Highway Equipment Electrician series. This class replaces the Highway Equipment Electrician Foreman A class, effective May 1992.
