CLASS CONCEPT/FUNCTION

This is the second class in the Traffic Signal Technician series. Positions in this class perform advanced, complex traffic signal technician work and typically serve as a lead crew worker with responsibility for providing technical advice and guidance to personnel during traffic signal installation, modification, maintenance and repair activities. This class is distinguished from the Traffic Signal Technician by its lead worker responsibilities. It is distinguished from the Traffic Signal Technician Supervisor class by the latter class' responsibility to provide formal supervision to Traffic Signal Technicians or Technicians Senior.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the installation and repair of traffic signal equipment. Leads and participates in all phases of traffic signal installation, modification, maintenance, and repair activities at field locations in accordance with prescribed plans and related Departmental policies and procedures. Provides instruction and training for work group in all phases of traffic signal installation, maintenance, and operation. Monitors and implements changes in traffic signal timings for systems and isolated signal operations using mathematical calculations, a variety of traffic signal equipment and associated technical manuals. Answers project-related questions received from the public during field activities. Uses frequency meters, voltmeters, ohmmeters, and a variety of hand tools and heavy equipment. Interprets and applies information provided on design and plan sheets, maintains records, responds to complaints concerning traffic signal malfunctions and troubleshoots equipment to identify and correct problems through use of wiring diagram and metering equipment. Participates in field inspections of new or modified traffic signals by private contractors to ensure the work complies with Department standards and specifications. Some positions also maintain, repair, and modify roadway and sign lighting.

Supervision Given: Provides technical advice and guidance to Traffic Signal Technicians.

Supervision Received: Receives general supervision from a Traffic Signal Technician Supervisor or Traffic Signal Technician Supervisor Senior.

Scope: Leads the work of technicians involved in the performance of electrical installation and repair of a variety of Traffic Signal Equipment for an assigned geographical area (transportation district).

Impact of Actions: Effective job performance ensures the safe and continuous operation of traffic signal equipment as well as public safety and the safety of other staff.

Personal Contacts: External contact with the general public to explain operations of signals, listen to complaints, and make adjustments as necessary; contractors regarding inspection of signals for compliance with Road and Bridge Specifications and Standards; local law enforcement officials to discuss problem intersections and traffic control during inspection and maintenance operations; representatives of jurisdictions and contractors regarding traffic signal inspections; public utilities regarding traffic signal construction, inspection, or modification; and suppliers for parts and equipment. Frequent internal contacts with inspectors or other department personnel regarding traffic signal inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the operation and applications of a wide variety of micro-processor based traffic control equipment and associated technical manuals; of standard practices of electrical trade; of the design, installation, maintenance, and repair of traffic signal equipment; and of safety procedures. Some knowledge of the operation of electronic equipment.

Skills: Skill in the application and use of assorted metering devices, hand tools, and heavy equipment associated with the installation, modification and maintenance of traffic signal equipment.

Abilities: Demonstrated ability to lead small work groups; to read, understand, and apply information on traffic signal design plans, wiring diagrams, and manuals; and to use various techniques for identifying and solving equipment problems.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid driver's license at hire.

Education or Training: Graduation from high school or equivalent, with additional course work related to traffic signal installation and repair.

Level and Type of Experience: Progressively responsible experience in traffic signal installation and repair.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as result of an agency study of the Highway Equipment Electrician series. This class replaces the Highway Equipment Electrical Leadman class, effective May 1992.
