CLASS CONCEPT/FUNCTION

This is the first class in the Traffic Signal Technician series. Positions in this class are assigned to work crews that perform electrical work utilizing electrical, traffic engineering, and electronic principles to install, modify, maintain, and repair isolated traffic signals, traffic signal systems, and flashing and related equipment beacons. This class is distinguished from the Traffic Signal Technician Senior by the latter class' responsibility for providing work direction and leading Traffic Signal Technicians and helpers.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty installing and repairing traffic signals. Monitors and implements changes in traffic signal timings for systems and isolated signal operations using mathematical calculations, a variety of traffic signal equipment and associated technical manuals. Responds to directions from supervisor or lead worker to repair traffic signals and traffic control equipment as well as traffic control cabinets used to house and provide interaction between various components of the traffic signal equipment; when on call, responds to complaints and reported malfunctions; installs and modifies traffic signals to provide safe and efficient traffic movement; installs electrical service for signals; reads and interprets design plans, sets control cabinets, places and wires various components of signal equipment including controllers, conflict monitors, detector equipment and time based coordinators; pours pole and controller cabinet foundations, and sets junction boxes; oversees district and residency equipment operator crews in installation and repair activities; maintains traffic signals through ordinary and preventative maintenance and the maintenance replacement programs; participates in field inspections of newly constructed traffic signals and the modification of existing signals by private contractors; assembles traffic signals, wire signals and hang span and run wires for signals and detectors; sets up work zone safety devices; and maintains records of repairs and timing changes. Some positions also maintain, repair, and modify roadway, sign, and bridge lighting.

Supervision Given: Supervision is typically not a factor; however, positions have some lead responsibilities at a job site providing guidance to equipment operators and other crew.

Supervision Received: Receives general supervision from a Traffic Signal Technician Supervisor or technical advice and guidance from a Traffic Signal Technician Senior.

Scope: Performs electrical installation and repair on a variety of traffic signal equipment for an assigned geographic area.

Impact of Actions: Proper job performance directly impacts traffic congestion and the safety of the public.

Personal Contacts: Contacts are made with the general public to address operational concerns; local law enforcement officials to discuss problem intersections and traffic control; representatives of localities and contractors regarding traffic signal inspections; and public utilities regarding traffic signal construction, inspection, or modification. Internal and external contact with other traffic engineering organizations, inspectors and department staff regarding traffic signal inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of traffic signal operations and related equipment; of standard practices, materials, and processes of the electrical trade; of the design, installation, maintenance, and repair of traffic signal equipment; and of safety procedures. Some knowledge of the operation of electronic equipment.

Skills: Skill in the use of tools and instruments used to install and maintain traffic signal equipment; in the operation of some construction equipment and a bucket truck; and in the use of electrical and electronic test equipment.

Abilities: Demonstrated ability to use various techniques for identifying and solving equipment problems and to read, understand, and apply information provided on traffic signal design plans, repair manuals and wiring and construction diagrams.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid driver's license at hire.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience installing and/or maintaining electrical and electronic equipment.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
