CLASS CONCEPT/FUNCTION

This is the fourth class and second supervisory level in the Equipment Maintenance and Repair series. Positions supervise shops in the maintenance and repair of vehicles and motorized equipment. Positions provide the full range of supervision to work crews, plan and prioritize work, and maintain appropriate records. This class is distinguished from the Equipment Repair Supervisor by its full authority for planning, scheduling and budgetary activities for a large full service shop, which includes body and mechanical repairs, machine and welding functions, and responsibility for motor pool fleet management.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in managing the operations of the equipment repair shop. Inspects new equipment against specifications and incoming equipment to make recommendations for repair or replacement; makes work assignments to crews or individuals; schedules and oversees transfer of vehicles and equipment among different locations; directs the training of technicians; enforces use of required safety equipment and procedures. Oversees the state inspection process and warranties repairs. May assess surplus equipment and arrange sales; oversee the assignment of pool vehicles to agency staff and report on vehicle utilization, operating costs, and recommend or authorize equipment and vehicle purchases.

Supervision Given: Positions supervise Equipment Repair Technicians, Equipment Repair Technicians Senior, Machinists, Welders, and other shop personnel. Position may supervise Equipment Repair Supervisors, equipment operators, office services, security, and/or housekeeping personnel.

Supervision Received: Receives direction from a Transportation Technician Program Supervisor or other managerial position.

Scope: Positions coordinate maintenance and repair service for vehicles and equipment for a variety of state agencies, and some localities. New vehicles and equipment are received through these shops for inspection and any special fabrication or installation required by the institution.

Impact of Actions: Effective job performance results in the safe and proper functioning of equipment; promotes cost effective equipment utilization and enables vehicle and equipment users' to meet their responsibilities.

Personal Contacts: Frequent contact with suppliers, vendors, State Police, and other state agencies regarding repairs and safety inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of supervisory and managerial principles and practices; of diagnostic, maintenance and repair techniques; and of shop practices and techniques.

Skills: None.

Abilities: Demonstrated ability to supervise and train subordinates, to communicate effectively orally and in writing, to maintain a variety of records, to write reports, and to schedule and prioritize work for optimal efficiency and effectiveness.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license. May require a commercial driver's license.

Education or Training: Advanced training in automotive and equipment repairs.

Level and Type of Experience: Considerable experience in automotive or heavy equipment repair and in supervision.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was developed as a result of the Classification Review/Specification Update Program and replaces Highway Equipment Repair Foreman B, Highway Equipment Supervisor A, and Highway Equipment Supervisor B, effective April 1992.
