CLASS CONCEPT/FUNCTION

This is the highest level class in the series of highway equipment operator classes. Positions in this class are responsible for acting as work leaders to crews of workers who are responsible for maintaining, repairing, and constructing roadways or roadway facilities, or leading and providing technical direction in sign fabrication units. Positions are responsible for assigning daily work tasks; demonstrating the use of tools and equipment; providing safety instructions; and ensuring that crew activities are conducted within scheduled time frames with materials and manpower utilized to the fullest capability. This class is distinguished from the Highway Equipment Operator C class by its responsibility for providing technical direction, advice and guidance to equipment operators. This class is distinguished from the Transportation Maintenance Supervisor class by the latter's supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions perform work of considerable difficulty which involves functioning as crew leaders by assigning specific tasks to laborers, operators or convicts; directing the transportation of materials, tools and equipment to work sites; and providing on-site instructions to crew members regarding work methods, safety, quality of work and the repair and maintenance of tools and equipment. Provides detailed instructions to crew members in such operations as patching and repairing road surfaces, sign fabrication, cleaning and reshaping ditches, removing snow and ice, preparing roads for surface treatment, marking pavements, fabricating and erecting signs, or maintaining and repairing bridges, or performing a variety of landscaping activities. Positions are responsible for recording and maintaining a variety of records such as time, equipment and manpower utilization for each project undertaken or assigned. Provides required reports to appropriate maintenance management or support staff; assists Transportation Maintenance Supervisors or Transportation Maintenance Superintendents in scheduling operations or assignments and in determining the order of work on an operation; and maintains current knowledge of maintenance operations objectives and of proper methods used in accomplishing work tasks of the assigned crews. Operates equipment as needed in order to accommodate volume of work tasks or in the absence of crew members.

Supervision Given: Supervision is typically not a factor; however, positions assigned to this class act in a lead worker capacity and as such may be required to provide input on the performance of crew members to higher level managers or supervisors. Positions are also responsible for providing technical advice and assistance to crew members.

Supervision Received: Receives general supervision from a Transportation Maintenance Superintendent. Positions in this class which are assigned to area headquarter's locations or on convict crews may receive general supervision from a Transportation Supervisor. Explicit directions are provided for the work to be accomplished; however, positions assigned to this class are free to determine the operational procedures needed to perform the tasks assigned.

Scope: Work affects the completion of well-defined roadway maintenance activities which are of a routine nature, and are limited to an assigned geographical area.

Impact of Actions: Effective decisions result in the efficient and responsible use of materials, manpower and equipment and in the timely completion of roadway maintenance activities. Ineffective decisions may negatively impact the safety of employees and the traveling public.

Personal Contacts: Infrequent internal contacts with other maintenance staff for the purposes of resolving problems; and frequent external contact with the traveling public when responding to inquiries regarding projects.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of highway construction and maintenance equipment, materials and methods; of construction and maintenance techniques, procedures and processes; and of simple business English and math.

Skills: Considerable skill in the operation of a variety of hand-held and power tools; in the operation of a variety of light, medium and heavy duty equipment such as backhoes, dumptrucks and spreaders; and in the maintenance of power tools and highway equipment.

Abilities: Demonstrated ability to provide on-site technical direction, advice and guidance to a variety of skilled, semi-skilled and manual laborers; to record and maintain a variety of numerical and personnel information; to provide input in the evaluation of the performance of individuals assigned to the work crew; and to read plans and sketches.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license; may require possession of a Virginia Commercial Driver's License (CDL).

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience in the maintenance or construction of roadways, facilities or in a comparable area of large scale construction activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
