Distinguishing Features of the Work

Operates and maintains medium duty highway equipment on state force construction and maintenance work.

The duties involve the use of simple plans and sketches related to highway construction and entail the operation of equipment requiring a higher degree of concentration in the mechanical operation and more extensive preventive maintenance than the light equipment typical of the class Highway Equipment Operator A. Allocation to this level requires assignment to the operation of equipment specified for this class a majority of the time. Equipment is of reasonably heavy weight or of a type used on difficult construction and maintenance tasks involving: (1) work in which the actual driving of the machine may be secondary to record keeping, considerations of safety, or manipulation of attachments; (2) operations in which the driving entails maneuvering cumbersome trucks, special skill in driving a straight line at an even speed or unusual physical exertion to maneuver on rough terrain and in close quarters; (3) the operation of specialized equipment requiring exceptional care and accuracy in use; and, (4) other operations requiring skill and judgment gained through experience. An occasional assignment may involve serving as relief operator of equipment specified for a higher level. Due to the seasonal nature of the work, it may sometimes be necessary to perform a variety of manual labor tasks or to serve as crew leader of operators and laborers performing a variety of tasks generally associated with, but not restricted to, medium duty equipment.

Work assignments are received orally and usually performed independently, but are reviewed at a later date by a supervisor for completeness and conformance to highway standards. Instruction may be provided to other employees in the operation of equipment.

Examples of duties characteristic of positions in this class:

  1. Uses medium duty highway equipment to accomplish tasks related to snow removal, preventive and corrective maintenance, and construction of highways. These tasks include operation of equipment in rough excavation and grading, surface treating, and center-lining. Types of equipment to be used include trucks, leaders, graders, tractors, paint sprayers, and core drills.
  2. Performs manual labor or supervises a group of laborers in the performance of tasks incidental to operating equipment and performed on occasions when equipment is not in operation. Routine maintenance activities may be supplemented with responsibility for journeyman carpentry, setting of concrete forms and difficult concrete finishing.
  3. Makes minor adjustments and repairs to equipment; aids in making major repairs; cleans and services equipment, and makes out equipment rental records.
  4. Aids in instructing others in the operation of equipment.

 

Qualification Standards

One year of experience in the operation of highway equipment; a state motor vehicle operator’s license and a Virginia Commercial Driver’s License (CDL) if required by Virginia Law according to the equipment operated and ability to pass a performance test on selected equipment specified in this class.

A working knowledge of the operation and maintenance of at least two types of equipment in this class, a working knowledge of the state laws and agency regulations governing operation of equipment on the highways; ability to make routine reports on hours worked or materials used; ability to instruct others in operation and maintenance of equipment; successful completion of prescribed physical examination by a qualified physician.
