CLASS CONCEPT/FUNCTION

This is a single class series for positions supervising agency landscaping programs. Positions in this class develop and maintain master landscaping plans; write specifications for goods and services; and coordinate and direct landscape maintenance and improvement projects to include procurement of contract personnel and preparation of cost estimates. The work includes the production of master landscape plans and the design and layout of large-scale projects which place considerable emphasis on appearance and aesthetic value. This class is distinguished from the Grounds Supervisor class by the responsibility to plan, design and oversee the implementation of landscaping functions.

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty with responsibility for planning, coordinating and supervising all aspects of agency landscaping programs. Positions typically produce master plans and project designs, giving consideration to aesthetic concerns and for safety and scenic enhancement of the roadside or agency grounds. Selects the appropriate foliage/flowers/grass to be used for each project; prepares cost estimates and maintains the operating budgets for individual projects; diagnoses disease and pests affecting the landscape and prescribes treatment; designs irrigation and drainage plans; and maintains all necessary project records. Positions perform the full range of formal supervisory duties by directing work crews that implement the landscape plans, maintain the grounds and care for the plants, trees, shrubs and flowers. Positions may plan and design interior plantscaping and horticulture activities; interpret plans/recommendations of landscape architects; and/or administer the bid process and service contracts.

Supervision Given: Positions supervise grounds crews, and trades supervisors and/or contract personnel hired to implement landscaping the projects.

Supervision Received: Receives general direction from a higher level buildings and grounds supervisory position.

Scope: Positions establish criteria, formulate projects and analyze conditions that affect the appearance and safety of the grounds of a complex or facility.

Impact of Actions: Effective job performance provides for aesthetically pleasing grounds which in turn positively affect employee and public morale and the image of the agency. Errors could result in major costs in time and money.

Personal Contacts: Frequent internal and external contacts with staff, faculty, and the general public regarding aesthetic considerations for the grounds and surrounding areas; with vendors regarding selection of appropriate items to purchase and plant for specific projects; with persons providing specific contracted services. May have frequent contacts with ecologists, biologists, agronomists, and/or other agriculture department specialists to determine causes associated with plant problems; or may have contact with executive branch management regarding landscaping issues of the capital/executive mansion grounds.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of plans and specifications for landscaping; and of horticulture, landscape construction, pesticides, and turf management. Working knowledge of the operation/use of tools and equipment associated with landscaping and grounds maintenance; and of irrigation design and maintenance; of budgetary principles; and of bid and service contract administration.

Skills: None identified for this class.

Abilities: Demonstrated ability to effectively direct the work of a large number of personnel. Demonstrated ability to communicate effectively both orally and in writing, to design and manage landscape projects; and to diagnose and prescribe treatment of plant problems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia Department of Agriculture and Consumer Services Category 3, Commercial Pesticide Applicator Permit may be required.

Education or Training: Course work from an accredited college or university with course work in horticulture, landscape architecture or a related field.

Level and Type of Experience: Experience related to landscape architecture, horticultural work and grounds management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
