CLASS CONCEPT/FUNCTION

This is the fifth class and director level in the Housekeeping Management Series. Positions serve as the single charge position in planning, administering, and directing a complex housekeeping program at a large agency, institution or hospital. Positions direct employees that supervise housekeeping programs according to established agency policy and procedures to ensure the highest standards of cleanliness to meet certification and accreditation requirements and health standards established by the various regulatory agencies. Positions in this class are distinguished from the Housekeeping Manager Senior class by the greater complexity, size, and scope of the programs managed.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires organizing, planning and directing a comprehensive housekeeping program through subordinate housekeeping supervisory personnel. Duties typically include developing and managing operating budgets, controlling expenditures; planning to meet needs of special events and/or special cleaning demands; determining personnel needs; maintaining quality assurance through periodic inspections and directing corrective action; developing policies and procedures for internal operations; acting as liaison with agency management to assure highest standards of cleanliness and identify and resolve problems; and developing and delivering technical training programs to introduce new procedures and cleaning techniques. Duties may also include directing pest control services and laundry operations. Positions in this class are key participants in infection control, quality assurance, and health and safety programs.

Supervision Given: Directs the operation of the housekeeping department through subordinate Housekeeping Supervisors and Managers.

Supervision Received: Receives administrative direction from a facility director or agency administrator in establishing broad objectives and plans.

Scope: Positions in this class administer a program that affects the sanitation, cleanliness, safety and appearance of the agency, hospital or institution.

Impact of Actions: Effective job performance facilitates efficient use of time, money, and personnel resources, and the obtainment of the housekeeping department’s goals and objectives. In a hospital environment, an aseptic environment must be maintained for infection control and to meet accreditation and certification standards.

Personal Contacts: Frequent contacts with other managers and agency administrators to coordinate services, identify and correct deficiencies, and insure the highest levels of cleanliness standards are maintained. Frequent external contacts with sales representatives to inquire about new technology and cleaning products/equipment and purchase housekeeping supplies and equipment, and with accrediting and certifying agencies concerning standards.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable technical knowledge of sanitation standards, infection control, chemicals, cleaning techniques and equipment. Considerable knowledge of principles of business administration and management.

Skills: None identified for this class.

Abilities: Demonstrated ability to independently plan, organize, direct, administer, and supervise a housekeeping program; to develop, apply and interpret policies and procedures and sanitation standards; and to communicate effectively, both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in management or business administration, and some course work in chemistry.

Level and Type of Experience: Extensive experience administering a housekeeping program or a major segment of a program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was established in August 1988 as a result of the Statewide Classification Review/Specification Update Program It supersedes the Hospital Executive Housekeeper class.
