CLASS CONCEPT/FUNCTION

This is the fourth class and second managerial level in the Housekeeping Management Series. Positions plan, direct, and administer the Housekeeping Program, develop policies and procedures, monitor performance, and may also have responsibility for pest control and laundry services. This class is distinguished from the Housekeeping Manager class by the independence required in planning, directing, and administering a housekeeping program or a major segment of the program at a complex agency or institution having a large physical plant. This class is distinguished from the Housekeeping Director class by the latter’s responsibility for directing and controlling the entire administrative and operational aspects of the housekeeping program at complex agencies or large hospitals.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the independent direction and administration of an extensive housekeeping program. The work typically involves establishing standards, monitoring compliance, and determining the need for new or existing services; preparing a departmental budget, justifying requests, and controlling expenditures; planning the housekeeping work schedules, making general assignments to subordinate supervisory personnel; planning to meet needs of special events or special cleaning requests; performing supervisory functions and developing and providing staff training. In a hospital environment, positions may serve as an active member of the Infection Control Committee and Hospital Health and Safety Committee. Duties may also include directing pest control services and supervising laundry operations.

Supervision Given: Directs the operation of the housekeeping department through subordinate supervisors.

Supervision Received: General direction is received from a Housekeeping Director or other higher-level agency administrator.

Scope: Work performed affects the sanitation, cleanliness, safety, and appearance of agency or institution.

Impact of Actions: The work has an indirect impact on the agency’s ability to deliver services, and is necessary to meet applicable standards of health and certification/accreditation.

Personal Contacts: Frequent internal contacts with agency administrators to obtain feedback or exchange information on delivery of housekeeping services to insure effective sanitary conditions, and external contacts with vendors and contractors to discuss cleaning products and equipment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of sanitation standards and cleaning techniques, materials, chemicals, methods, and equipment. Working knowledge of budgeting and personnel management practices and techniques.

Skills: None identified for this class.

Abilities: Demonstrated ability to independently plan, organize, and direct a comprehensive housekeeping program; to develop, apply, and interpret policies and procedures; to supervise others; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in management or business administration, and some course work in chemistry.

Level and Type of Experience: Considerable experience at a supervisory level in public or private housekeeping.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in August 1988 as a result of the Classification Review/Specification Update Program. It supersedes the Executive Housekeeper B class.
