CLASS CONCEPT/FUNCTION

This is the third class and managerial level in the Housekeeping Management Series. Positions manage, plan and direct departmental or shift housekeeping services at large agencies, hospitals, or educational institutions by assigning work to subordinate supervisors to attain the objectives of the housekeeping program. Positions in this class may have managerial responsibility for a total housekeeping program at a small agency or hospital. This class is distinguished from the Housekeeping Supervisor Senior class by the higher degree of autonomy and independence, and the requirement to function without benefit of immediate technical supervision or consultation with other managers. This class is distinguished from the Housekeeping Manager Senior class by the narrower scope and complexity of the program supervised.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty requiring the exercise of independent judgment in managing a major segment of the housekeeping program at a large agency or institution, or in administering the entire housekeeping program at a small agency or institution. Duties are typically varied and typically involve planning, organizing and directing work assignments; evaluating performance; determining and justifying the need for additional personnel; planning to meet needs of special events or special cleaning requests; resolving routine disciplinary problems; interviewing and selecting applicants; maintaining control and an adequate supply of housekeeping supplies, materials, and equipment; supervising the maintenance of time, inventory, and cost records; conferring with supervisors to plan the budget; directing the training of new employees; and introducing new cleaning techniques, supplies and equipment; and performing inspections and directing corrective action as necessary. Positions may supervise to assure that performance is in compliance with contract specifications. Positions may also work directly with contractors in resolving contract disputes.

Supervision Given: Manages the operation of a housekeeping department or major element through subordinate housekeeping personnel.

Supervision Received: Performs work under the general direction of a Housekeeping Manager Senior, Housekeeping Director, or agency administrator. Employees in this class are responsible for planning and carrying out assignments, interpreting policy and resolving programmatic issues. Consultation with supervisor would be expected on unusual situations.

Scope: Work performed affects the sanitation, cleanliness, safety, and appearance of buildings.

Impact of Actions: The work has a moderate impact on the efficiency and effectiveness of the agency’s housekeeping program. Successful performance of the duties will contribute to a positive public image of the agency.

Personal Contacts: Frequent internal contacts to coordinate activities and work flow, and external contacts with vendors and contractors to discuss cleaning products and equipment, or cleaning contracts.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of cleaning techniques, materials, chemicals, methods, and equipment. Working knowledge of personnel management practices.

Abilities: Demonstrated ability to plan, organize and direct multiple work assignments; to supervise others; and to communicate orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent supplemented with additional course work in business administration, building maintenance, trade school, or a related field.

Level and Type of Experience: Experience in public, private, or institutional housekeeping which included considerable supervisory responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in August 1988 as a result of the Classification Review/Specification Update Program. This class supersedes the Executive Housekeeper A and the Hospital Assistant Executive Housekeeper classes.
