CLASS CONCEPT/FUNCTION

This is the second class in the Electric Service Supervisory series. Positions in this class are responsible for the overall management of the activities associated with providing electrical service to residential, commercial and university customers. This class is distinguished from the Electric Service Supervisor class by the latter's responsibility for providing direct supervision to powerline crews.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves managing the activities associated with providing electric service to a university as well as residential and commercial customers in town. Specific duties include assisting in preparing operating and capital outlay budgets for both town and campus systems; making studies to determine the adequacy and efficiency of existing systems and equipment; preparing plans, specifications and cost estimates for replacements of new construction; reviewing and making recommendations on bids from outside contractors; inspecting and supervising testing of work performed; and assisting a power plant superintendent in the operation and maintenance of that facility. Other duties include serving as liaison between the university and the private utility companies supplying wholesale electric power; overseeing power switching, and the difficult phases of power switchboard operation and maintenance; supervising installation and repair of town and campus street lighting systems; and overseeing town and campus electric meter reading, meter installation and removal. Positions are also responsible for safety maintenance of high voltage equipment, employee safety training, emergency repairs,and outside contract tree trimming. Work must be coordinated with that of other university physical plant managers. Supervises Electric Service Supervisors and the powerline crews' three site inspections and safety checks.

Supervision Given: Provides supervision to Electric Service Supervisors, Powerline Workers, Powerline Lead Workers, Powerline Assistants and contract employees.

Supervision Received: Receives general direction from a buildings and grounds director in charge of utilities.

Scope: Establishes criteria and defines conditions of the operation, installation, and maintenance of electrical services which affect the well-being of a substantial number of people.

 

Impact of Actions: Errors could negatively impact the long-term interests of the agency and incur major costs in time, money, services, or goodwill. Effective job performance ensures the efficient, safe and continued provision of electric services.

Personal Contacts: Frequent internal and external contacts with contract agencies, supply companies and the public to discuss matters related to services provided and to be involved in making decisions of substantial consequence.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of electrical theory, electric generation and electric distribution systems, of electric service operations; and of supervisory principles.

Skills: None identified for this class.

Abilities: Ability to plan and design electric service installations. Ability to supervise and direct the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in electrical engineering or a related field.

Level and Type of Experience: Progressively responsible supervisory experience in electric service operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
