CLASS CONCEPT/FUNCTION

This is the first class in the Electric Service Supervisory series. Positions in this class supervise multiple powerline crews in the installation and maintenance of primary and secondary high voltage systems. This class is distinguished from the Powerline Lead Worker class by the responsibility for formal supervision and for making decisions which effect system integrity. It is distinguished from the Electric Service Manager class by the latter's responsibility for supervising the electric service program to include planning, cost estimating, and determining specifications for replacements or new construction, and having responsibility for the budgeting, billing and accounts receivable program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of moderate difficulty by providing direct supervision to line crews and contract employees engaged in the installation and maintenance of high voltage distribution electric service systems which include aerial and underground wires, transformers, switches, hardware, meters and accessories. Determines correct size of all wires, switches, and transformers for electrical code compliance, service reliability, and transmission efficiency; evaluates sub-system parts, and determines whether parts should be repaired or replaced; and reviews and makes recommendations on preliminary plans from university planning, outside contractors, and/or high voltage engineers on electrical design, circuit layout, lighting levels and material requirements. Reviews budget estimates for completeness and accuracy; and reviews plans for appropriateness, code compliance, simplicity, and the ease of installation. Responsible for job performance of line crews; provides training; and promotes on-the-job safety. May be required to supervise contract personnel.

Supervision Given: Provides supervision to Powerline Assistants, Powerline Workers, Powerline Lead Workers and contract personnel.

Supervision Received: Receives general supervision from an Electric Service Manager.

Scope: Work affects the operation of powerline systems which in turn affects operations and services both inside and outside of the agency.

Impact of Actions: Decisions regarding systems could have serious long-term effects on the agency with major costs in time, money, services, or goodwill. Effective job performance ensures the safe and continued operation of powerline systems. Errors could result in a breakdown of electric services provided to others.

Personal Contacts: Frequent internal and external contacts with university officials, the general public, agency personnel, and utility companies regarding powerline installation and customer services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of supervisory principles; and of electrical service operations including planning, estimating, and supervising of related functions. Considerable knowledge of electrical theory and practical application including code compliance, service reliability, and transmission efficiency.

Skills: Considerable skill in the operation of mechanical, electrical and hydraulic equipment used to install high voltage electrical systems.

Abilities: Demonstrated ability to supervise the work of others; to evaluate electric system performance and maintenance needs; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent. Training in a certified apprenticeship program in high voltage electricity.

Level and Type of Experience: Progressively responsible experience in the installation and maintenance of primary and secondary high voltage electrical distribution systems.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
